Description
The Health Safety Net (HSN) Fiscal Operations team’s duties include, but are not limited to, the areas of accounting, payment processing, fiscal analysis, data collection, public information, policy development, and general fiscal operation and administrative costs related to the Health Safety Net, a fund that compensates providers, including Massachusetts acute care hospitals and Community Health Centers, for health care provided to low-income patients.
The HSN Fiscal Policy Analyst serves as a policy, fiscal, and operational resource for the HSN Fiscal Operations team, supporting the administration and continuous improvement of a complex public health care financing program. The position applies policy analysis and project management skills to evaluate how statutory, regulatory, programmatic, and operational changes affect HSN fiscal operations; identify gaps, risks, and opportunities for improvement;
and develop recommendations to strengthen payment accuracy, reporting, stakeholder support, and program administration. Working at the intersection of policy and operations, the HSN Fiscal Policy Analyst helps translate complex policy requirements into practical fiscal processes and supports cross-functional projects that advance accurate, consistent, and compliant administration of the Health Safety Net.
- Support the administration of the HSN Fiscal Operations team in the areas of accounting, payment processing, fiscal analysis, policy implementation, data collection, and daily operations.
- Support and assist with the accurate and timely processing of the monthly HSN payment cycle.
- Record, track, and reconcile HSN transactions by HSN Fiscal Year to ensure alignment with the Commonwealth’s accounting system.
- Investigate and analyze issues related to HSN payments, provider assessments, collections, account balances, and other fiscal transactions.
- Produce monthly, annual, and ad hoc fiscal and accounting reports, including GAAP-related reporting, monthly cash records, account status reports, and other materials as required.
- Analyze hospital, Community Health Center, cost report, payment, and other provider data to support policy development, operational improvements, and fiscal decision-making.
- Support HSN policy design, development, and implementation by identifying fiscal, operational, and policy gaps; developing work plans; tracking deliverables; and preparing recommendations.
- Coordinate with internal Mass Health teams, vendors, providers, and other stakeholders to resolve operational issues and support implementation of HSN fiscal policies and procedures.
- Review and respond to inquiries from providers, patients, and other stakeholders.
- Perform other duties, as assigned.
- Knowledge of the principles and practices of general accounting terminology and standard abbreviations.
- Knowledge of the principles and practices of auditing.
- Knowledge of the methods of general report writing.
- Knowledge of the methods used in the preparations of charts, graphs and tables.
- Ability to analyze and determine the applicability of financial data, to draw conclusions and make appropriate recommendations.
- Knowledge of accounting and/or finance.
- Knowledge of the methods and techniques of financial and policy analysis.
- Ability to interpret financial reports, payment data, cost reports, and accounting records.
- Ability to use Microsoft Excel or similar tools to organize, analyze, and validate financial data.
- Ability to reconcile financial transactions and identify discrepancies.
- Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations.
- Ability to exercise sound judgment.
- Ability to adjust to changing situations to meet urgency or changing requirements for the HSN.
- Ability to manage projects, track deliverables, and coordinate work across internal and external stakeholders.
- Ability to interpret policy changes and assess operational, fiscal, and reporting impacts.
- Ability to communicate fiscal and policy information clearly to internal and external stakeholders.
- Ability to learn complex program rules, payment methodologies, and fiscal processes.
