Description:
MassDEP seeks an applicant for the position of Deputy Division Director (MVII) of the Bureau of Air and Waste - Hazardous Materials Management Unit. This position is assigned to the Boston office located at 100 Cambridge Street, Boston, MA and will report to the Division Director of Hazardous and Solid Waste.
The position is responsible for is responsible for the overall leadership and implementation of a focused, coordinated hazardous materials management program responsible for establishing and implementing a multitude of statutory and regulatory mandates for hazardous waste management and to ensure the protection of public health and the environment. The Deputy Division Director is responsible for directly managing a staff of professionals in the Boston headquarters office.
Duties include, but are not limited to, the following:
* Planning, staffing, directing, and managing the development and implementation of existing and new hazardous materials regulatory, compliance and enforcement programs.
* Researching, identifying and codifying environmental standards for hazardous materials management.
* Drafting regulations, policies and guidance consistent with statutory authority.
* Overseeing the underground storage tank program (UST), stage I, Environmental Results Program, Toxics Use Reduction Act (TURA), asbestos, hazardous waste transporter and permitting of hazardous waste facilities under RCRA.
* Coordinating compliance and enforcement activities with regional offices.
* Coordinating BAW hazardous materials management program activities with federal agencies such as US EPA, other MassDEP Bureaus and other state agencies.
Preferred Qualifications:
* Experience in government environmental programs and policy development, preferably in a state environmental agency
* Developing and implementing regulations and policies.
* Developing and implementing environmental programs and initiatives
* Familiarity with environmental compliance and enforcement programs and strategies
* Excellent computer skills, including proficiency with Microsoft Office (Word, Excel, Powerpoint and other commonly used computer applications
* Managing and working with a diverse staff with varying skill sets; and working with other jurisdictions including other state and federal agencies and non-governmental organizations
* Work collaboratively across an organization in a team-oriented fashion
