Position SummaryThe Legislative Affairs Manager is a key member of the Government Affairs team responsible for advancing the Agency’s legislative priorities and supporting external engagement, policy coordination, legislative research, and constituent services activities. Serving as a critical liaison between the Agency, elected officials, legislative staff, public agencies, external stakeholders, and internal business teams, this role helps position the Agency to support housing and community development priorities at the state and federal levels effectively.
The Legislative Affairs Manager supports legislative strategy through policy research, legislative tracking, stakeholder engagement, briefing preparation, and constituent response management while working closely with Executive Leadership, Legal, Communications, and program staff to ensure consistent and informed engagement with policymakers and stakeholders. The Legislative Affairs Manager uses Agency approved artificial intelligence (AI) tools to support research and analysis, applying professional judgment to validate information and ensure accuracy and strategic alignment.
This position reports to the Director of Government Affairs.

Mass Housing operates under a hybrid work model; therefore, employees are expected to work on-site according to a schedule determined in collaboration with their manager and based on the needs of the role. To support effective onboarding, new employees may be required to work in the office more frequently during their first 90 days.
Essential Functions Legislative Affairs & Stakeholder Engagement- Build and maintain productive relationships with state and federal legislators, legislative staff, congressional offices, public agencies, industry organizations, and external stakeholders
- Support and coordinate legislative outreach efforts, meetings, briefings, and engagement activities with policymakers and stakeholders
