Role SummaryThe Right of Way Clerk is responsible for preparing and processing documents including permit applications, municipal petitions, plan orders, grants of location forms, and traffic forms for the City of Boston. The Right of Way Clerk will also prepare, review, process and expedite notifications and records pertaining to joint‑owned billing with the telephone company. In addition, the Right of Way Clerk will assist the Right of Way Agent as needed regarding work‑order evaluations, plan orders, permit applications, document preparation and public hearings.
The role is based in Dorchester, MA.
- Preparing and processing documents for permit applications, municipal petitions, plan orders, location form grants, and traffic forms.
- Reviewing, processing, and expediting joint‑owned billing notifications and records for the telephone company.
- Assisting the Right of Way Agent with work‑order evaluations, plan orders, permit applications, document preparation, and public hearings.
- Strong oral and written communication skills.
- Strong ability to use system applications (e.g., Microsoft Word, Excel, PowerPoint, Teams, Maximo).
- Ability to work effectively in a team environment or individually as required.
- Ability to locate and interpret company records and public records such as engineering plans, municipal assessment records, Registry of Deeds land records and State Highway layouts.
- Successful completion of two (2) college‑level courses:
Real Estate Fundamentals and Oral Communications, each three (3) semester hours. - Must have a Paralegal Certificate or Associate’s Degree in Business, Legal Studies, or equivalent. Bachelor’s Degree preferred.
- Must obtain Notary Public stamp within the first three (3) months of employment.
- Minimum of 3+ years in Right of Way, permitting, and/or corporate real estate.
- Experience and knowledge of permitting in the City of Boston is preferable.
- Valid driver’s license and clean driving record required.
- Must obtain Notary Public stamp within the first three months of employment.
- Must be available to work emergency preparedness assignments as required.
- Hybrid schedule:
Employees must work at least three days in the office, including Tuesdays and Wednesdays, with the third day set by the employee and supervisor based on department needs. Employees may be required to work five days in the office at times.
