About NESCAUM
Headquartered in Boston, The Northeast States for Coordinated Air Use Management (NESCAUM) is the nonprofit association of state air quality agencies in Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont. NESCAUM is governed by a Board of Directors composed of the lead state air quality officials in these states and has a small staff of dedicated professionals with expertise in science, technology, and policy.
NESCAUM’s mission is to provide scientific, technical, analytical, and policy support to state air quality and climate programs in the Northeast.
NESCAUM is seeking to fill one full‑time position, either a Policy Advisor and Analyst or a Senior Policy Advisor, to join our Clean Transportation Team. In this position, you will contribute to NESCAUM’s work supporting states in reducing emissions from mobile sources and driving electrification of motor vehicles. You will conduct research, provide technical and policy analysis, develop resources, and facilitate multi‑state work groups.
The right candidate will be enthusiastic, collaborative, sharp, ambitious, and solutions‑oriented. This position will be based in our Boston office and reports to NESCAUM’s Policy and Program Director for Clean Transportation.
- Policy Advisor and Analyst
- Senior Policy Advisor
- Conduct research and data and policy analysis.
- Develop documents and tools to help states consider and implement regulatory and policy strategies to reduce motor vehicle emissions.
- Support and lead multi‑state work groups and committees.
- Review and draft comments on federal and state regulatory proposals.
- Produce high‑quality written and analytic materials, sometimes on short deadlines.
- Build effective relationships with state partners and key stakeholders.
- Organize outreach activities, such as briefings, meetings, and workshops.
- Deliver internal and external presentations; some travel required.
- Other duties as assigned.

- Contribute to strategy development, planning, budgeting, and grant proposals.
- Oversee technical and policy analysis on transportation electrification and other clean vehicle initiatives.
- Manage other NESCAUM staff on collaborative projects.
- Evaluate and manage opportunities with external organizations.
- Conduct fundraising for key initiatives as needed.
- Bachelor’s degree in relevant field.
- 5+ years of applicable experience in a relevant field such as air regulation, clean transportation policy, environmental advocacy, electric vehicle research/analysis, etc.
- Strong English communication skills, both written and verbal, especially communicating complex information in a clear and easy to understand manner.
- Strong research, analytical, and quantitative skills.
- Excellent interpersonal skills.
- Self‑starter, highly motivated, and able to manage multiple assignments at once.
- Demonstrated ability to work both independently and collaboratively in a team setting.
- Strong organizational and time‑management skills, with attention to detail.

- Advanced degree (MS, PhD, JD) in law, engineering, environmental science or policy, or related field; 3 additional years of experience in a relevant field may substitute for advanced degree.
- Direct experience with clean vehicle policy design and implementation.
- Experience working with government agencies.
- Demonstrated ability to facilitate stakeholder engagement and consensus processes.
- Excellent writing and editing skills.
- Knowledge of the Clean Air Act and state air regulatory processes.
- Experience leading projects and programs, including independent decision‑making.
- Ability to be a team player who will productively engage with others at varying levels of seniority within and outside of NESCAUM.
- Entrepreneurial/opportunistic approach to work and programs.
- Ability to work effectively and efficiently with minimal supervision.
