Overview

The Continuum of Care HMIS Data Analyst reports directly to the Director of Rental Assistance Program or their designee. Under the supervision of the Director or their designee, this position is responsible for maintaining the Homeless Management Information System (HMIS) for the Continuum of Care (CoC) program administered by BHA on behalf of the Mayor’s Office of Housing Supportive Housing Division (MOH).

The HMIS Data Analyst is responsible for timely data entry, completing reports, quality assurance, and acting as a liaison with MOH and Service Providers.

Responsibilities
  • Oversee day-to-day data entry, validation, and quality assurance processes for all aspects of HMIS and HUD reporting within BHA’s MOH funded CoC (Permanent Supported Housing Rental Assistance) grant portfolio.
  • Prepare and submit required HUD reports, including but not limited to Annual Performance Report (APR) and Longitudinal System Analysis (LSA).
  • Ensure compliance with HUD HMIS Data Standard and CoC Program regulations.
  • Process data for all HMIS assessments (HMIS Project Entry Assessments; HMIS Status Assessments; HMIS Exit Assessments) in the HMIS Database utilized by MOH.
  • Provide BHA staff and partner agencies with updated HMIS forms, templates, and instructions needed for program entry, annual recertifications, interim recertification, and program exits.
  • Work with BHA staff and partner agencies to ensure data consistency between HMIS and the Leased Housing Database and other Participant Tracking Sheets used.
  • Participate in Team Meetings as needed.
  • Send out requests for HMIS assessments as needed to Service Providers to collect HMIS data in a timely manner.
  • Attend all HMIS trainings required by MOH HMIS Team on the HMIS Training site.
  • Act as liaison to BHA staff and MOH’s HMIS Training staff to facilitate completion of required HMIS trainings for designated BHA staff.
  • Participate in MOH and other meetings related to HMIS and HUD reporting for the CoC program.
  • Act as a liaison to MOH regarding all HMIS policy and procedures and reporting requirements for the CoC program (Permanent Supported Housing Rental Assistance).
  • Serve as a point of contact for HMIS related technical issues.
  • Assist with HMIS user account management.
  • Maintain required HMIS filings on site at BHA.
  • Collect financial information from the BHA Finance Department.
  • Complete all assigned APRs in HUD’s HMIS Reporting Repository and submit to the CoC Manager at MOH prior to required deadlines.
  • Perform other data analyst duties as required.
Qualifications



Minimum Qualifications &

Experience:

Bachelor's degree in public administration, business or social science is required. One year of responsible experience in public, business or community agency administration with some supervisory or administrative experience in housing or a related field, preferably in areas with low-income population. Must have the ability to exercise human relations skills to resolve issues arising within the scope of assigned responsibilities.

Demonstrated experience of comparable responsibility and competence may be substituted for educational qualifications. Experience with HMIS and Continuum of Care programs preferred. The ability to speak a second language is preferred.
