Schedule: Monday – Friday | 40 Hours/Week | 8 Hours/Day

About Sigma, Inc.

Sigma, Inc. is seeking a Temporary Housing Code Policy Manager to support our client, the Executive Office of Housing and Livable Communities (EOHLC), in Boston, MA. This role will provide policy research, technical analysis, stakeholder engagement, and written materials development to support housing code modernization efforts across Massachusetts.

The ideal candidate will have experience with building codes, housing policy, regulatory research, government programs, and policy development. This position will support initiatives focused on reducing barriers and costs associated with housing development by analyzing building code requirements and developing recommendations for future code changes.

Job Responsibilities:
  • Conduct research and analysis related to Massachusetts building codes, housing regulations, and policy initiatives.
  • Support housing code modernization efforts aimed at improving housing feasibility and affordability.
  • Research building code requirements, historical code changes, and regulatory processes.
  • Perform cost assessments and evaluate the impact of proposed building code changes.
  • Develop policy recommendations, reports, briefs, presentations, and meeting materials for leadership.
  • Prepare briefing materials for the EOHLC Secretary and senior policy leadership.
  • Support technical advisory groups and code development discussions.
  • Assist with drafting building code change proposals and amendments for submission to the Board of Building Regulations and Standards (BBRS).
  • Engage with external stakeholders, government agencies, and industry partners to gather information and feedback.
  • Analyze research findings and translate complex technical information into clear recommendations.
  • Provide support to the Assistant Director of Policy related to building code development and research.
  • Maintain accurate documentation and ensure high-quality written materials.
Required Qualifications:
  • Experience in policy research, regulatory analysis, housing, construction, or government programs.
  • Strong research and analytical skills with the ability to evaluate complex information.
  • Excellent writing and communication skills.
  • Ability to develop reports, policy briefs, presentations, and recommendations.
  • Strong attention to detail and accuracy.
  • Ability to work independently, prioritize assignments, and meet deadlines.
  • Proficiency with Microsoft Office Suite, especially Power Point .
Preferred Qualifications:
  • Familiarity with local and/or state building codes.
  • Knowledge of Massachusetts building code history and regulatory processes.
  • Experience with housing policy, affordable housing development, or construction regulations.
  • Experience working with government agencies, public sector organizations, or regulatory bodies.
  • Experience engaging with external stakeholders and cross-functional teams.
