The Massachusetts Department of Public Health (DPH)’s Bureau of Health Professions Licensure is seeking a Bureau
Director
.This Bureau protects the health and safety of everyone in Massachusetts. Its 22 boards of registration and certification, together with the Drug Control Program, set practice standards, license professionals and businesses, investigate complaints and issue discipline. In doing so, the Bureau plays a critical role in protecting public health and shaping the health care workforce in response to existing and emerging challenges in health care.

The Bureau has more than doubled in size in four years.

The Department is looking for a Director who will set the vision and direction for what these boards become together, optimizing core functions, and leveraging the Bureau’s power to influence the health care system and health care workforce. This is change leadership. Optimizing core functions starts by finding what already works across the boards. From there you build shared standards with the people who will use them: board members, board staff, licensees and the communities they serve.

Leveraging the power of these boards to address existing and emerging challenges in the health care system is enabled by cultivating strong stakeholder relationships and mobilizing public health, health care, and workforce data to inform policy priorities.

Set the vision. Define what the Bureau becomes over the next five years. Make that direction clear enough that 22 boards, their staff and their members can each see themselves in it.

Lead the change. Bring boards with different histories and practices into one organization using structured change management. Each board holds independent regulatory authority by statute, so this work moves through agreement and shared purpose.

Build the collaboration. Design how the boards work together: where they meet, how they surface what is working, how a good practice becomes a shared standard and how disagreement gets resolved.

Use health care workforce and system data, informed by stakeholder engagement, to shape the Bureau’s policy agenda and establish its legislative, regulatory, and policy direction. Advance these priorities in partnership with DPH executive leadership, the Secretariat, the Governor’s Office, and the Legislature.

Support and oversee the Boards of Registration in fulfilling their statutory responsibilities, including the recruitment, appointment, and engagement of board members.

Partner with counsel. Work with the Office of the General Counsel on the investigation and prosecution of complaints and licensing matters.

Represent the Bureau. Speak for the Bureau with licensing boards, professional associations, federal and state partners, educators, employers, consumers and the media.

Familiarity of the health care system and current challenges.

Knowledge of different types of health care professionals, and challenges facing the licensed health care workforce.

Proven experience setting organizational direction, building alignment, and leading people through change.

Proven experience leading outcomes-oriented process improvement initiatives across complex organizations, driving measurable gains in efficiency, effectiveness, and operational performance.

A record of building agreement across units that hold their own authority.

Senior public sector management experience covering budget, personnel, labor relations and legislative work.

Working knowledge of health professional licensure and regulation.

The judgment to lead through the expertise of board staff, board members and counsel.

The ability to explain complex regulatory decisions clearly to a board, a legislative committee, a reporter or a member of the public.

A demonstrated commitment to equitable and transparent regulation, extending to a Bureau whose staff reflect the communities it serves.
