HR Manager, Regulatory Compliance Specialist
Job Description:
The Manager will serve as a hands-on partner to the Director, Total Rewards, HRIS and Operations to lead the development, planning, communication compliance, and administration of all benefits and well-being programs. This individual will demonstrate creativity and thought leadership in the development of Benefits and Well-Being methodologies and approaches that will attract, retain, and meet the needs of the organization, with a focus on creating an inclusive environment that enhances diversity through equity.
The manager is a member of the HR Leadership Team, and will collaborate with the team and will partner with other leaders to ensure strategies are aligned with the organizational strategy, as well as serve as a coach and mentor in the development of the Benefits and well-being team.
This role in based in Massachusetts and includes a hybrid work schedule.
Position Responsibilities:
- Partner with leadership to define, develop, communicate, and execute a competitive strategy that includes employee benefit programs, well-being benefits, retirement benefits, paid time off programs, and other reward and recognition programs, that is cost effective and aligned with trends in the market and organizational objectives
- Manage the design of group life, medical, dental, disability, accident, critical illness and other ancillary benefit programs to assure alignment to company business objectives and external market-competitiveness.
- Partners with Occupational Health Services in the administration of leave of absence policy creation and administration.
- Ensure that HSL’s strategy is aligned with and supports the vision of a more inclusive and diverse community
- As a subject matter expert propose, design and implement industry best practices and lead effective, competitive, inclusive and fair benefits and well-being programs
- Provide strategic day-to-day leadership to the Benefits and well-being team, including coaching, motivating and providing opportunities for development
- Ensures staff is knowledgeable about programs and are following all federal, state, and local legal requirements. Foster a collaborative, value-driven team culture of high standards, strong productivity, and innovation
- Conduct and analyze internally and externally the effectiveness of existing executive and staff benefit and well-being programs and policies and practices to inform the program direction in the future. Intentional focus on developing internal talent through coaching, mentoring, influencing, and advocating
- Manages execution and implementation of initiatives using status, milestones, risk, and quality key performance indicators (KPIs) and other success measures. Facilitates meetings with stakeholders to track and report on deliverable progress and to identify and mitigate risks. Monitor the impact to budget and advise the organization appropriately
- Manages relationships with vendors, brokers, and carriers, including monitoring service levels, costs, utilization, and other metrics to ensure a positive employee experience and value to the organization
- Partners with benefit broker to understand market trends and assess, design, and refine HSL’s total rewards strategy to ensure HSL is well positioned competitively to attract and retain talent
- Develops strategy for communication and education about benefit programs across HSL
• Manages compliance requirements including, but not limited to, ERISA, FMLA, COBRA, HIPAA, ACA, Form 5500 filings, OSHA, nondiscrimination testing, and audits utilizing established vendors - Leads continuous improvement of processes and procedures to drive efficiencies, reduce manual processes, and improve the employee experience
- Partners with other functions in areas such as legal, finance, risk management, and Occupational Health, to build new programs, manage risk to the organization, and understand legal implications to policy or design changes.
- Work closely with Benefits team and Compensation team overseeing and refining the process for handling benefits and earned time related to LOAs
Experience:
- 8 to 10 years of relevant experience required. Bachelor’s Degree required.
