Responsibilities:
* Partner with business and IT leadership to define and document business cases for technical initiatives
* Develop and manage Business Cases, Project Proposals, Funding Requests, RFPs, and RFQs through completion
* Contribute to and maintain APD (Advance Planning Document) iterations
* Lead procurement activities, including vendor evaluation, selection, and contract negotiation
* Drive cross-functional collaboration across design, development, testing, and implementation of IT solutions
* Ensure project governance, including project plans, traceability, risk/issue management, and SharePoint documentation
* Enforce project methodologies, policies, procedures, and quality assurance standards, including external agency requirements
* Coordinate resources across Business Analysis, SQA, Development teams, and peer managers to support capacity planning
* Manage scope and change control through established CAB processes
* Prepare and deliver weekly project status reports covering progress, risks, and mitigation strategies
* Produce system and program documentation such as data flow diagrams, process flows, file layouts, and project narratives
* Communicate complex technical concepts clearly to business, technical teams, and leadership
* 5+ years of experience developing business cases, managing contracts, RFPs/RFQs, and project funding requests
* 5+ years of experience working with Agile and Waterfall methodologies
* Proven ability to manage and negotiate diverse stakeholder needs
* Strong communication, negotiation, and conflict-resolution skills across technical and nontechnical teams
* Experience managing resources within a matrix reporting structure
* Ability to translate complex technical requirements into clear, actionable components
* Experience with government or public-sector environments preferred
* Proficient with project management tools such as Microsoft Project, JIRA, or similar
* Experience supporting Federal reporting initiatives is a plus
* Prepare and deliver project status reports, system documentation, and technical artifacts
* Effectively communicate technical concepts to business leaders, technical teams, and stakeholders
