We are seeking a Data Governance Technical Program Manager to lead cross-functional data governance programs across enterprise pharma data platforms. The ideal candidate has experience managing complex data governance, data platform, or data management initiatives in pharmaceutical or life sciences environments
, and understands Databricks, Collibra, Medallion Architecture, Unity Catalog, metadata, lineage, data quality, and access control concepts
.

This role will drive roadmap planning, execution, stakeholder alignment, governance operating rhythms, risk management, adoption, and measurable outcomes across business, technology, compliance, privacy, and data domain teams.

Key Responsibilities

Lead enterprise data governance programs across pharma data domains, including R&D, clinical, regulatory, manufacturing, quality, commercial, medical affairs, and enterprise data.

Drive planning, roadmap management, milestones, dependencies, risks, issues, decisions, communications, and executive reporting for data governance initiatives.

Coordinate implementation of governance capabilities across Databricks
, Collibra
, cloud platforms, BI tools, and downstream analytics environments.

Partner with architects and engineering teams to operationalize governance across Medallion Architecture
, including Bronze, Silver, and Gold data layers.

Manage work streams related to data ownership, stewardship, business glossary, metadata standards, data catalog adoption, lineage, data quality, data classification, access control, and policy compliance.

Facilitate governance forums, working groups, design reviews, steering committee updates, and cross-functional decision-making.

Translate business, compliance, privacy, quality, and regulatory needs into program scope, deliverables, timelines, and measurable outcomes.

Track Collibra adoption, catalog completeness, glossary coverage, stewardship workflow progress, metadata quality, lineage coverage, and issue resolution.

Coordinate with Databricks platform teams on Unity Catalog, data access models, table certification, lineage enablement, workspace governance, and governed data product adoption.

Support governance for sensitive and regulated data, including GxP, HIPAA, GDPR, clinical trial data, patient data, manufacturing quality data, and confidential R&D data.

Drive change management, communication, training, onboarding, and adoption of data governance standards and tools.

Maintain program documentation, status updates, RAID logs, governance decisions, implementation plans, and stakeholder communications.

Required Qualifications

6+ years of experience as a Technical Program Manager, Data Governance Program Manager, Data Platform TPM, Data Management Lead, or similar role
.

Experience working in pharma, biotech, life sciences, healthcare, or another regulated industry
.

Strong understanding of data governance concepts, including data ownership, stewardship, metadata, glossary, lineage, data quality, access management, privacy classification, policy management, and data lifecycle.

Working knowledge of Databricks Lakehouse
, Unity Catalog
, Delta Lake, and Medallion Architecture
.

Experience with
Collibra or similar data governance/catalog platforms, including cataloging, glossary, stewardship workflows, lineage, and adoption tracking.

Experience managing cross-functional technical programs involving data engineering, architecture, analytics, security, privacy, compliance, quality, and business stakeholders.

Familiarity with regulated data concepts such as GxP, 21 CFR Part 11, HIPAA, GDPR, clinical data, patient data, manufacturing quality data, or R&D data.

Strong ability to manage ambiguity, dependencies, risks, competing priorities, and executive communication.

Excellent written and verbal communication skills, with ability to translate between technical, business, and compliance audiences.

Preferred Qualifications

Experience leading Collibra rollout, Databricks Unity Catalog adoption, data marketplace implementation, or enterprise metadata program.

Experience with data quality, lineage, access governance, or data product certification programs.

Experience with Agile, Scrum, SAFe, Jira, Confluence, Service Now, or similar delivery and documentation tools.

Experience with cloud platforms such as AWS, Azure, or GCP.

Familiarity with data mesh, domain-driven ownership, governed data products, and enterprise data marketplace models.

PMP, Agile/Scrum, SAFe, CDMP, Databricks, Collibra, or cloud certifications are a plus.

Success Profile

The ideal candidate is a structured program leader who can drive execution across many teams while understanding the technical and governance details well enough to identify risks, dependencies, and adoption gaps. They do not need to be the hands‑on architect, but they should understand how Databricks, Medallion Architecture, Unity Catalog, and Collibra come together in a governed pharma data ecosystem.
