Mass Development is looking for an entrepreneurial and strategic leader to join its executive team as its first Chief Information Officer (CIO). The CIO will serve as a business partner and trusted advisor to the CEO, Executive Leadership Team, and Board of Directors, with responsibility for long-term technology strategy, enterprise architecture, data governance and utilization, digital transformation, cybersecurity, AI governance, cloud strategy, and technology modernization.
Working across the organization, the CIO will ensure that technology investments and capabilities are aligned with our organizational mission and values, enhance operational efficiency, support informed decision-making, and deliver exceptional service to the stakeholders and communities we serve across the Commonwealth.
What You’ll Do Strategic Leadership & Mission Alignment- Develop and maintain a multi-year technology and information roadmap aligned with Mass Development’s strategic priorities and organizational objectives.
- Advise and present to executive leadership and the Board on emerging technologies, digital opportunities, risks, and investments that support the Agency’s long-term goals.
- Develop and implement an enterprise AI strategy that identifies opportunities to improve organizational effectiveness, service delivery, and innovation.
- Establish and oversee the Agency’s enterprise architecture function to ensure technology investments, data, infrastructure, and system integrations support business needs.
- Define and oversee enterprise architecture principles, technology standards, and governance processes that promote security, interoperability, reliability, and operational efficiency.
- Guide enterprise technology design and platform decisions to ensure alignment across systems, data, processes, and business capabilities.
- Lead the evaluation and adoption of emerging technologies, oversee technology lifecycle management, and ensure a secure, sustainable, and modern technology environment.
- Lead Mass Development’s enterprise cybersecurity strategy and posture, ensuring the protection of sensitive customer, financial, and operational information.
- Establish cybersecurity architecture and information security standards, including data protection, incident response, and resiliency planning.
- Oversee cybersecurity and information risk across internal systems and third-party vendors.
Partner with Legal and other Agency leaders to ensure compliance with security, privacy, and regulatory requirements.
- Serve as the enterprise leader for data and information governance, including data ownership, classification, lifecycle management, and retention.
- Advance the use of data, analytics, and dashboards to improve transparency, enhance the customer experience, and support strategic decision-making.
- Establish and oversee the Agency’s AI governance framework, including AI policies, procurement standards, risk management, compliance, and responsible AI practices.
