The Director of Policy, Strategy, and Oversight position will lead a team to develop, implement, and oversee programs and policies across the Engineering and Maintenance division (Maintenance of Way (MOW - Track), Signals & Communications Maintenance (SCM), Power Systems Maintenance (PSM), and Transit Facilities Maintenance), particularly those focused on employee safety. In addition, this role will be responsible for improving employee engagement across the infrastructure teams and directly overseeing a number of critical employee engagement initiatives.
The Director of Policy, Strategy, and Oversight will serve as a primary liaison between the infrastructure team and MBTA Safety, Quality Management, and will be responsible for managing corrective actions, investigations, audits, and continuous improvement initiatives created in coordination with these groups.
Duties & Responsibilities:
- Lead a team of managers, contractors, and consultants to develop, implement, and oversee programs and policies across the infrastructure maintenance division, manage employee engagement initiatives, and support coordination between infrastructure teams and internal and external partners.
- Provide support to the four functional areas of E&M:
Maintenance of Way (MOW - Track), Signals & Communications Maintenance (SCM), Power Systems Maintenance (PSM), and Transit Facilities Maintenance (TFM). - As a key staff leader, be prepared to lead E&M in the absence of the Chief.
- Development and implementation of programs and policies, particularly those focused on employee safety.
- Maintain and manage E&M’s document library, where all official policies, standard operating procedures, and other controlled documents are housed.
- Develop and implement necessary programs, policies and procedures to ensure E&M employees work in a safe and effective manner and that E&M meets all regulatory and legal requirements.
- Support other E&M teams and departments with the development, implementation and management of policies and procedures.
- Work with other MBTA departments to develop and implement non-E&M specific programs and policies that E&M employees need to follow.
- Monitor compliance of all policies and procedures through the development of performance metrics and associated reporting.
- Serve as a primary liaison between the infrastructure team and MBTA Safety, Quality Management, and be responsible for managing corrective actions, investigations, audits, and continuous improvement initiatives created in coordination with these groups.
- Build and maintain processes to respond to E&M-related injuries and incidents to ensure events are well documented and investigated and corrective actions are implemented.
- Respond to information requests from internal and external stakeholders regarding injuries and incidents.
- Lead E&M’s participation in safety audits initiated by both MBTA divisions as well as external regulatory agencies.
- Develop, track, complete and monitor Corrective Action Plans (CAPs) and Immediate Actions required by MBTA divisions and external regulatory agencies, including the Department of Labor Standards (DLS),
- Department of Public Utilities (DPU) and Federal Transit Administration (FTA).
- Work proactively to maintain productive relationships with internal auditing groups and external regulatory agencies.
- Serve as the liaison between the Quality Management department and E&M, ensuring the continued success of existing audit programs and corrective actions intended to improve preventive maintenance and safety.
- Represent E&M on task forces and committees and collaborate with the Safety Division to address safety initiatives, hazards, and other topics relevant to E&M.
- Support the resolution of E&M-related safety issues, such as those raised through the Safety Hotline program, field observations, and incidents.
