Executive Office of Housing and Livable Communities (EOHLC)

Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.

Mission

EOHLC works with municipalities, local housing authorities, non‑profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.

Role Overview

The Director of the Bureau of Housing Development and Construction (BHDC) is a senior level position within the Public Housing and Rental Assistance Division. The Director oversees policies, programs, and staff related to capital projects at the 232 Local Housing Authorities (LHAs) that own and operate approximately 43,000 state‑aided public housing units. The Director manages a $185 million annual capital budget and a team of about 33 staff.

Duties

and Responsibilities
  • Leadership
    :
    Direct and manage a staff of approximately 33 to establish guidelines, standards, and procedures for capital planning and projects; develop protocols for performance measurement; ensure compliance with state and federal regulations; work with legal and training teams; maintain the capital planning system.
  • Supervision
    :
    Motivate, evaluate, and provide clear direction to BHDC staff; hold regular meetings.
  • Development and Implementation
    :
    Collaborate with other bureaus to develop programs and systems that support cross‑bureau collaboration and innovative capital investments; focus on mixed‑finance, mixed‑income, and sustainable investments.
  • Public Housing Reform
    :
    Participate on the Division’s Senior Management team to reform operating and governance systems for public housing.
  • Systems & Procedures
    :
    Lead retirement of legacy data systems and development of new ones; ensure full utilization of BHDC data and IT systems; maintain accurate records.
  • Stakeholder Relationships
    :
    Coordinate with EOHLC, LHAs, advocates, non‑profits, state legislators, residents, and the public.
Preferred Qualifications
  • Extensive knowledge of housing design and development, conventional capital asset management, and public contracting.
  • Excellent organizational, management, interpersonal, public speaking, and writing skills; working knowledge of state and federal housing programs.
  • Ability to negotiate with diverse constituents and solve complex problems.
  • Experience in public policy or administration, planning, architecture, real estate development, or business administration.
  • At least 5 years of progressively responsible experience in design or management of complex housing development projects.
  • Proven judgment in prioritizing competing demands and meeting deadlines.
  • Ability to modernize and reform systems, provide training, and exercise sound judgment.
  • Interpersonal skills and emotional intelligence to balance administration, finance, and support roles.
Minimum Entrance Requirements
  • At least six (6) years of full‑time or equivalent part‑time professional or managerial experience in business administration, public administration, or a related field.
  • At least two (2) years in a project management, supervisory, or managerial capacity.
  • Substitutions:
    • A certificate in a relevant field for 1 year of experience.
    • A bachelor’s degree for 2 years of experience.
    • A graduate degree for 3 years of experience.
    • A doctorate for 4 years of experience.
