Executive Office of Housing and Livable Communities (EOHLC) is seeking Manager, Local Initiative Program (LIP) / M6 in the Division of Housing Development!
Agency MissionThe Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.
Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non‑profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.
Responsibilities- Oversee all aspects of the LIP program; provide ongoing technical assistance to over 100 communities whose officials work with developers on LIP – either comprehensive permit or local action LIP (both rental and home ownership) – to create affordable, workforce, and market‑rate housing.
- Work directly with developers and municipalities to structure or process 80–100 applications per year – either for comprehensive permit projects or local action projects – representing over $500 million annually in construction financing and over $700 million in mortgage financing, and up to 3,500 units of mixed‑income housing per year.
- Review or oversee all LIP applications – for both rental and home ownership – and prepare recommendations for the division and agency head; work closely with related public agencies involved in projects, with outside and in‑house counsel on LIP and Chapter 40B questions, report regularly on LIP achievements, and supervise all staff assigned to LIP.
- Cooperate with other HLC divisions to ensure a consistent approach with other HLC initiatives such as Chapter 40R, housing production, and housing choice communities; work on additional community‑supported housing initiatives, including the Housing Development Incentive Program (HDIP).
- Manage ongoing resales/refinancings of existing LIP units and/or multifamily LIP rental projects; participate in working groups with other public agencies and outside groups such as Citizens' Housing and Planning Association (CHAPA); represent HLC, as directed, at outside events and symposiums related to Chapter 40B.
- Supervise one full‑time employee and provide support and supervision to two staff members.
- At least five years’ experience in housing or community development.
- Experience with fundamental real estate financing.
- Ability to analyze development and operating pro formas.
- Experience with affordable home ownership.
- Supervisory experience.
- Proficiency using Microsoft Word, Excel and PowerPoint.
- Applicants must have at least five (5) years of full‑time or equivalent part‑time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management, of which at least one (1) year must have been in a project management, supervisory or managerial capacity.
- Substitutions: a certificate in a relevant field may be substituted for one (1) year of the required experience; a Bachelor’s degree in a related field may be substituted for two (2) years; a Graduate degree may be substituted for three (3) years; a Doctorate may be substituted for four (4) years.
