Manager of State Housing Programs (260003NA)
Executive Office of Housing and Livable Communities (EOHLC) is seeking a Manager of State Housing Programs in the Division of Housing Development.
Agency MissionEOHLC is responsible for building more homes and lowering housing costs across the Commonwealth through partnerships with municipalities, housing authorities, and community stakeholders.
Duties and ResponsibilitiesThe Manager oversees the bond‑funded Transit Oriented Development (TOD) program, the Climate Resilient Housing (CRH) program, and the Housing Stabilization Fund (HSF) program. Responsibilities include oversight of contractors, application reviews, award letters, vendor set‑ups, loan closings, tracking commitments, supervising staff, supporting close‑out of ARPA, coordinating with other managers, and addressing programmatic gaps.
- Participate in rental and ownership competitions, review staff work, coordinate with other managers, and prepare funding recommendations.
- Oversee work of reporting staff on loan closings, ensure correct procedures, participate in calls, and coordinate with counsel.
- Oversee compliance monitoring, participate in meetings, ensure follow‑up, and inform Deputy Director.
- Track commitments and expenditures, update spreadsheets, and participate in update meetings with senior leadership.
- Coordinate with Massachusetts Housing Partnership (MHP) and Mass Housing on invoicing, escrow funding, and mandatory ARPA reports.
- Participate in project work‑outs, refinancings, and sales; review documentation, coordinate with public lenders and counsel, and prepare recommendations.
- Knowledge of community development and housing programs.
- Knowledge of municipal government and legislative process at the state level.
- Knowledge of real estate financing principles.
- Ability to supervise and motivate staff.
- Experience in real estate and/or community development.
- Experience in municipal and/or state government.
- Travel across the state required; valid Massachusetts Class D driver’s license or equivalent.
- Proficiency with Microsoft Word, Excel, and PowerPoint.
Applicants must have at least five (5) years of full‑time or equivalent part‑time professional supervisory experience in a related field.
Substitutions: a certificate for one (1) year of experience; a Bachelor’s degree for two (2) years; a Graduate degree for three (3) years; a Doctorate for four (4) years.

Salary$92,644.84 – $ per year
Work ArrangementHybrid model combining in‑office and work‑from‑home days as needed.
