Description

The Contracts and Procurement Manager oversees the formulation, development and implementation of purchasing, negotiations, contracts and encumbrance operations, and IT contracting and procurement for EOLWD. Reporting to the Director of Contracts and Procurement, the Contracts and Procurement Manager reviews existing federal/state purchasing procurement and contracting regulations and develop procedures which support the regulations and the operation of the Agency administration and service delivery goals, objectives and initiatives.

The Contracts & Procurement Manager develops systems to maintain the availability of needed goods and services in a timely manner. To achieve position requirements, the incumbent must function as EOLWD's Purchasing Agent and Negotiator working in conjunction with managers and state officials to ensure EOLWD's acquisition of goods and services is administered in compliance with established laws, regulations, policies and procedures in a cost-effective manner.

In overseeing procurement functions, the Contracts and Procurement Manager coordinates with agency management and state officials to plan and negotiate bidding and contracting processes. This role requires the incumbent to communicate and coordinate activities within EOLWD and with external state entities (i.e. Office of the State Comptroller, Operational Services Division, and Division of Capitol Asset Management).

In addition, the incumbent liaises between EOLWD Finance, Information Technology leadership, legal counsel, program staff, vendors, and external stakeholders regarding operational and technology-related procurement activities. Responsibilities include oversight of IT vendor contracts, EOTSS chargebacks, procurement compliance, strategic sourcing support, and operational coordination for technology procurements and fiscal activities.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
