About the Role:

EOTSS is seeking to hire a highly motivated individual to join the
Office of Strategy Management
(Strategy team) as
Principal Consultant, Performance & Planning.
The Strategy team consists of strategy consultants who partner with Executive Branch agencies to guide cross-functional initiatives from vision to implementation. Over the past year, the Strategy team also developed and published EOTSS’ updated FY26-FY28 strategic plan.

EOTSS is building new, enterprise-wide strategic planning and performance management processes to improve decision-making, organizational alignment, transparency, and accountability. The
Principal Consultant, Performance & Planning
will lead these efforts—developing and evolving EOTSS’ multi-year strategic plan, while establishing and executing the processes needed to ensure that progress is meaningful and measurable.

This role is responsible for leading strategic planning activities, coordinating performance tracking and reporting, and managing planning operations for both EOTSS and the Strategy Team.

This is an opportunity to strengthen strategic planning and decision-making within EOTSS—by aligning priorities, improving coordination across government, and ensuring that strategy translates into measurable results for the Commonwealth.

The primary work location for this role will be at
One Ashburton Place Boston, Massachusetts 02108
. The work schedule for this position
is Monday through Friday, 9:00AM – 5:00PM EST.
This position follows a hybrid work model, with a minimum onsite presence of approximately 40% (typically two days per week), with specific expectations determined by the Line of Business based on operational needs.

All offers of employment into this position are conditional and subject to passing: a Massachusetts Criminal Background Check (CORI); a security clearance (fingerprinting) consistent with IRS and/or public safety requirements; and security training.

While valuable, a background in technology is not required for this position. The Strategy team is looking for strong performers who have an abundance of empathy, strong communication and relationship management skills, as well as a curious, open-minded approach to learning about topics old or new.

What You’ll Do:

Lead strategic planning and alignment
  • Manage EOTSS’ multi-year strategic plan, ensuring alignment with administration and secretariat priorities, agency needs, and budget processes
  • Lead annual and multi-year strategy development activities, including strategic plan updates and full planning cycles
  • Advise leadership in setting priorities, evaluating trade-offs, and aligning initiatives to strategic goals
  • Lead large, structured, cross-functional planning discussions with senior leaders and agency stakeholders that yield clear outcomes and decisions
  • Ensure strategic priorities are clearly documented, communicated, and consistently understood across teams
