Manager Of State Housing Programs

Executive Office of Housing and Livable Communities (EOHLC) is seeking a Manager of State Housing Programs in the Division of Housing Development! The Manager of State Housing Programs will work directly with the undersecretary, the deputy, and other division managers and staff on multiple resources available through EOHLC for the production, preservation, and asset management of multi-family affordable and/or mixed-income rental housing.

Prior direct and successful experience in the production and/or preservation of multi-family rental housing is a mandatory qualification for this position. Candidates without this experience will not be considered for this position. Prior successful experience in affordable home ownership programs and/or projects will be considered for this position, but only if the candidate has direct multi-family rental experience as well.

The manager in this position will work directly on multiple state subsidy programs including the Housing Stabilization Fund (HSF). The manager will supervise three or more staff working on HSF; the manager also will coordinate the activities of two or three quasi-public housing agencies involved in certain programs such as climate ready housing, transit-oriented development, and the tracking of projects funded under the federal ARPA program (no longer available to new applicants).

If so directed, the manager also will work and supervise the work of staff on HLC home ownership programs, including, but not limited to, a demonstration program for modular home ownership.

The manager will be directly responsible to the undersecretary and the deputy for any and all tracking of funding commitments and expenditures under Housing Stabilization Fund (HSF), Climate Resilient Housing Program (CRH), Transit-oriented development (TOD), and other programs. The manager will supervise staff directly involved in as many as 50-60 multi-family loan closings every year, as well as in the preparation of project contracts and the evaluation of requisitions.

In addition, the manager will serve as the lead closing member of the HLC and quasi-public teams involved with project sponsors and multiple attorneys in the closing of projects funded by HLC. The manager in this position will serve, as HLC's representative on various quasi-public loan committees as well as certain preservation and/or production committees and working groups and will participate in asset management meetings and working groups with other HLC managers and quasi-public staff and will prepare reports from such meetings for the undersecretary and deputy.

The manager in this position will work collaboratively with other division managers, fiscal managers, and staff as well as with the undersecretary and deputy.

Duties And Responsibilities

1. Participate in regularly scheduled rental and ownership competitions by overseeing the review work done by supporting staff
· Directly review applications as needed.
· Coordinate with reviews being overseen by other division managers.
· Prepare funding recommendations, in coordination with other managers, for the Division Undersecretary.

2. Oversee work of reporting staff on numerous loan closings per year and participate directly as a staff lead on certain calls
· Ensure that reporting staff are correctly following all steps in the loan closing process.
· Ensure that staff are following set-ups for vendor codes and accurate and timely contract preparation and execution.
· Ensure that staff participate, as directed, on loan closing calls with developers, counsel, and other lenders.
· Participate directly in such calls as needed.
· Coordinate on loan closing issues as needed with Mass Docs counsel and loan staff at quasi-public agencies.

3. Oversee work of reporting staff on compliance monitoring.
· Participate in quarterly meetings and/or quarterly written reviews prepared by Division's outside contractors for compliance.
· Ensure that proper follow-up occurs if contractors identify project issues.
· Inform Deputy Director and Undersecretary of important monitoring issues.
