Description

The Massachusetts Department of Public Health (DPH) is looking for a Manager of Internal Communications and Special Projects
.This role provides strategic communication direction, guidance, and support throughout the Department to meet the wide-ranging and evolving communication needs. Key activities for this role involve leading the development and implementation of support and systems for internal and external communications, including but not limited to writing, editing, and production of resources and materials for Department or bureau use; technical assistance and guidance to program staff involved in disseminating information internally and to the media and public;

and supporting the Office of Communications, Executive Team, and Commissioner in responding to urgent and/or sensitive issues needing strategic communications support.

They also maintain the DPH Communications guidelines and communications standards.

The Manager of Internal Communications and Special Projects is also responsible for overseeing review of media-related and non-routine public records responses. The Manager is responsible for DPH’s internal intranet, Info Hub and chairs the Info Hub advisory Team.

The Manager also chairs the DPH website accessibility team.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

Plan, develop and deliver internal messaging that informs and educates DPH staff about issues, initiatives, and information relevant to the Department and its work, including urgent communications, all-staff messages, emails, the monthly DPH Insider newsletter, and meeting presentations.

Prepare a wide range of communication materials (e.g., talking points, speeches, fact sheets, website text, PowerPoint presentations, and briefing documents) as requested, and in alignment with DPH mission, values, equity principles and goals.

Manage email platform for distribution of key internal messaging, including list maintenance and analytics tracking, and recommend and implement enhancements to increase engagement.

Provide oversight of Info Hub, Sharepoint content and structure and regularly post relevant news and updates. Chair Info Hub Advisory Team.

Collaborate with and advise executives, managers, and staff throughout the Department in identifying, developing, and responding to urgent and/or ongoing communication needs, especially supporting teams with limited or strained capacity.

Serve as primary communications liaison with the Office of Preparedness and Emergency Management (OPEM) to support its communications needs including during public health emergencies and crises.

Provide technical assistance to DPH bureaus/offices/programs/hospitals/staff to improve communications and marketing efforts across the Department.

Serve on internal planning committees that request or need communication support.

Draft talking points, remarks, quotes, and PowerPoint presentations for Commissioner and Executive Team members’ external speaking engagements.

Oversee Office of Communications review and approval of media and nonroutine public records responses.

Develop materials, such as talking points, presentations, quotes, fact sheets, and web content, and update key materials, such as “DPH at a Glance,” annually.

Review communication materials to check that they meet the high standards of the Office of Communications and all EOHHS and DPH requirements including accessibility.
