Position: Case Manager Supervisor with DMH Children, Youth, and Family

The Department of Mental Health (DMH) Child, Youth & Family Services Division is seeking an organized and dynamic individual for the position of Human Services Coordinator II (CYF Case Manager Supervisor) to join our Metro Boston Child, Youth, and Family team. The HSC-II will provide oversight of case‑managed youth in DMH community services and statewide programs, as well as liaison to community providers regarding services to DMH clients.

The HSC-II has the responsibility of monitoring performance and utilization of assigned Area‑based CYF contracts and serving as a Service Integration Specialist and liaison to Community Service Agencies & other community partners. The HSC-II promotes DMH’s philosophy of recovery, trauma‑informed care, person‑centered, youth and family‑centered choices, and cultural humility. Primary duties will focus on (Site/Area) DMH Catchment and will be assigned to perform Area‑based duties to ensure coverage when necessary.

Duties

and Responsibilities (these duties are a general summary and not all-inclusive):
  • Provides supervision to case managers’ caseloads and attends treatment team meetings as needed.
  • Provides direct assistance to clients by helping them to obtain needed services to enable them to transition to and/or remain in the community.
  • Facilitates transition of new cases from service authorization to DMH services by completing referrals, other necessary documentation, and outreach.
  • Prioritizes and monitors utilization and communicates to the Director and/or Assistant Director of CYF Services.
  • Provides oversight and service management for non‑case‑managed CYF clients.
  • Supervises CYF case management staff, ensuring DMH regulations are being followed, scheduling is approved/set, mileage reimbursement is processed, and completion of performance appraisals (EPRS).
  • Provides overall risk management for all authorized youth.
  • Consults with youth‑serving providers to facilitate the provision of appropriate, quality treatment and rehabilitation.
  • Facilitates a collaborative network of providers
  • Crisis intervention‑related tasks
  • Provides relevant information to CYF Leadership on client and programmatic issues that impact service delivery; identifies service gaps, strengths, and limitations in the local service area.
  • Participates with the CYF Leadership team in planning and development of case management practices and procedures and RFR development, as needed.
  • Collaborate with local youth & family serving community service agencies & other provider partners.
  • Provides education to community partners about DMH services, including service authorization criteria and services offered within the assigned area.
  • Other duties as assigned.
Required Qualifications:
  • Experience working with youth & adolescents who have serious emotional disturbance
  • Familiarity with the principles and practices of clinical and social psychology, and psychosocial rehabilitation
  • Knowledge of the organization and functions of the child & youth community mental health system
  • Understanding of the principles, practices, and techniques of counseling
  • Capacity to gather information through questioning and observing individuals and by examining records and documents
  • Aptness to establish rapport with people from different ethnic, cultural, and/or economic backgrounds
  • Ability to work cooperatively and effectively with staff members, clients, and representatives of community organizations and services
  • Knowledge of the principles and practices of interviewing
  • Ability to give oral and written instructions in a clear and precise manner
  • Willingness to travel for job‑related purposes
  • Ability to supervise and determine supervises’ training needs
Preferred Qualifications:
  • 3‑5 years of experience working with children and youth with serious emotional disturbance and their families.
  • Master’s degree in social work or Mental Health Counseling.
  • In‑patient or acute hospital experience.
  • Strong and effective interpersonal skills, including the ability to listen well, relate to others, and demonstrate sensitivity and respect for individuals.
