The Department of Transitional Assistance (DTA) is seeking qualified applicants for the position of Central Eligibility Cash Worker
. Our ideal candidate will determine initial and/or ongoing eligibility for transitional assistance programs including payments for funerals and final dispositions, and provide referrals to other state agencies, rest home providers and other sources as necessary.
- Assist eligible clients/applicants complete applications for DTA benefits including EAEDC, funeral and final disposition.
- Process initial applications from the public, including rest homes and funeral homes, and determine eligibility status for transitional assistance programs.
- Conduct ongoing transitional assistance eligibility reviews for existing clients and modify and maintain up-to-date information.
- Process case maintenance activities including Bay State CAP opt‑out, third‑party income verification requests, SSI and Mass Health requests, referrals for medical assistance, and EBT card issuance.
- Review applications for appropriate documentation and implement rest home rate adjustments.
- Respond to income verification requests and complete special projects as necessary.
- Knowledge of the social and economic problems of the diverse client population.
- Ability to read, interpret, apply and explain provisions of laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing agency operations and assigned unit activities.
- Ability to read, interpret and apply Federal, State and local social services programs, laws, statutes and regulations that affect eligibility for financial assistance.
- Knowledge of basic mathematics, interviewing techniques and the principals and correct usage of the English language involved in writing clear, concise, logical narratives.
- Ability to use interviewing skills to obtain pertinent information and maintain accurate records on information provided both orally or in writing.
- Ability to determine the applicability of client data, to draw conclusions and make appropriate recommendations.
- Ability to understand and apply knowledge of the principles, practices, and techniques of supervision to demonstrate ability to supervise in the absence of the unit supervisor.
- Ability to deal tactfully and establish and maintain harmonious working relationships.
- Ability to exercise sound judgment, including the exercise of discretion in handling confidential information.
- Ability to assess and prioritize tasks and demonstrate problem‑solving skills.
- Knowledge of continuing changes in laws, rules, regulations, programs, policies, procedures, specifications, standards and guidelines governing agency operations and assigned unit activities.
- Knowledge of ongoing modifications in the types and uses of agency forms.
- Skill in the demonstration of principles and practices acquired during training.
- High level personal computer skills and more in-depth knowledge of various software options.
- Ability to utilize more complex applications of the laws, rules, regulations, programs, policies, procedures, specifications, standards and guidelines governing agency operations and assigned unit activities.
- Knowledge of Transitional Assistance MIS screens and coding and related documents.
- Given the population served, bilingual or multilingual fluency.
Required work experience:
At least four years of full‑time, or equivalent part‑time, professional experience in social work or social casework, claims adjudication, job placement, recruitment, employment counseling, vocational or rehabilitation counseling, credit investigation, educational counseling, legal advocacy, or legal counseling.
Substitutions: A bachelor’s or higher degree may be substituted for two years of the required experience on the basis of two years of education for one year of experience.
One year of education equals 30 semester hours. Education toward a degree will be prorated on the basis of the proportion of the requirements actually completed.
