The Case Manager manages a caseload of ORR-eligible populations, collectively known as "Refugees" from all regions of the world. Coordinate and ensure the outputs, outcomes, and effectiveness in the delivery of Refugee Case Management (RCM) services and Refugee Cash Assistance (RCA) Administration as outlined by the Massachusetts Refugee Resettlement Program (MRRP) for eligible refugees. Assess eligibilities of refugees, Cuban/Haitian entrants, asylees, certified victims of trafficking and certain humanitarian parolees, primarily Afghans and Ukrainians, for services under the Massachusetts Refugee Resettlement Program (MRRP) or other programs as applicable for specific populations.

Responsibilities
  • Ensure that the activities of this position and relevant programs are consistent with the mission, vision, and values of the Catholic Charitable Bureau Archdiocese of Boston.
  • Develop working knowledge of federal, state, and local policies related to refugees and immigrants.
  • Adhere to programmatic and contractual timelines for provision of services.
  • Comply with federal and state employment standards, performance measures, any additional standard service contract requirements and scope of services.
  • Assess eligibilities for various resettlement programs.
  • Enroll clients as appropriate and ensure all services are conducted in a person’s native language.
  • Complete intake and conduct comprehensive MRRP orientation for ORR-eligible populations.
  • Ensure interpreter is provided if client is not fluent in English.
  • Develop and complete the individual or family self-sufficiency plan (FSSP) for all enrollees, including comprehensive assessment of skills, interests, abilities; strategies for self-sufficiency; identifying immediate barriers to early employment/self-sufficiency; benchmarks for measuring progress toward primary goals.
  • Refer enrollees to appropriate employment-related services, any other support services available and monitor progress.
  • Coordinate with designated MRRP and/or mainstream service providers.
  • Arrange referrals for services, such as employment, English as a Second Language, health assessment, Medicaid/Mass Health, SNAP/food stamps, temporary cash assistance, Mass , bank account, and Social Security card.
  • Ensure all services are initiated and/or completed within timely or adequate time frames.
  • Assess and verify Refugee Cash Assistance (RCA) eligibility criteria, meet with clients to distribute RCA checks and conduct monthly follow up to ensure continued eligibilities.
  • Prepare and process program forms, notices and transmittals where applicable per MRRP regulations and procedures.
  • Maintain orderly physical and/or electronic case files and comprehensive documentation on client services and referrals in accordance with standards set forth by refugee resettlement contracts.
  • Comply with all internal reporting requirements.
  • Develop strong coordination and effective collaboration with colleagues across the Catholic Charities Boston network to provide effective wrap‑around services for clients.
  • Input client data into agency/program database, MORI Refugee & Immigrant Support Information System (RISIS) online application and any other required databases.
