Graduate Engineer - Transportation and Mobility

JOB SUMMARY:

We are seeking a collaborative, goal-oriented, and adaptable individual who is eager to learn and excel in a local government environment. The ideal candidate will bring technical expertise along with courteous and effective communication skills-both verbal and written-for working with employees, citizens, contractors, and officials.

Under the direction of the Transportation and Mobility Engineer (PE) or designee, this position will plan, organize, coordinate, and execute engineering analyses, design work, specification preparation, and the implementation of traffic and transportation projects. Additional related duties may be assigned as required.

ESSENTIAL JOB FUNCTIONS:

Manage and investigate citizen requests and other internal & external traffic-related requests and implement remedies for related issues. Maintain timely response and documentation of resident issues, including tracking and logging concerns, coordinating meetings and communications across departments, recording meeting notes, initiating the recommendation process, and ensuring responses are delivered on schedule and relayed back to residents.

Assist with resident issue-related site assessments and analyses and prepare initial assessment reports. Responsibilities include conducting traffic and transportation studies such as Traffic Signal Warrant Analysis, All-Way Stop Analysis, and Speed-Volume Analysis, utilizing engineering resources (MUTCD, ITE, AASHTO, HCM, etc.) to identify potential improvements and support recommendations developed through departmental discussion and feedback.

Assist in the design and implementation of traffic-related improvements. Monitor and evaluate traffic conditions and patterns in the field, and design and implement plans to modify traffic patterns when needed. Coordinate with developers, engineers, contractors, other agencies, and the public as needed. Utilize engineering resources to identify and implement improvements.

Develop, implement, and maintain G.I.S. applications within the Transportation and Mobility Department, including, but not limited to: spreadsheets; graphics; departmental Internet pages; and transportation planning-related programs. Effectively use AutoCAD, ArcGIS and ArcPRO software.

Oversee implementation of the Traffic Calming Program; respond to requests, oversee necessary studies that includes deployment of devices such as speed trackers and speed feedback signs for speed-volume data collection, education in mitigating speed, coordinate with applicant, create reports related to the study, and make recommendations for treatments.

Coordinate with Mobility and Special Projects Manager to implement Safe Route to School plans and school traffic circulation plans. The responsibilities include periodical observation of school traffic patterns and timely response to citizen and school district concerns as necessary.

Manage the crash report analysis program: review/edit/finalize the City's annual Crash Summary Report and identify further analysis needs; conduct related studies and prepare reports as required.

Review traffic impact studies and site plans submitted by developers and consultants; provide analysis & input to Transportation and Mobility, Development Services, Capital Projects, and Parks Department staff.

Interpret and comprehend highly technical or specialized materials such as traffic impact studies, engineering specifications, drawings, and contracts. Exercise discretion and independent judgment in analyzing designs and/or technical engineering data.

Assist with research and development of new policies and guidelines and support the periodic review and revision of existing standards, guidelines, and policies as needed.

Provide support for grant-funded projects, including but not limited to conducting research, identifying funding opportunities, preparing grant applications, drafting reports, tracking milestones, and other activities related to grant project application, execution and management.

Perform other duties as needed to support transportation and mobility projects, as directed by the supervisor.

JOB FUNCTIONS:

Supervise and evaluate subordinate employees when appropriate. Assist with public meetings related to projects when required.

REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSES:

Education:

Bachelor of Science degree in Civil Engineering, Construction Engineering, or a closely related field from a program accredited by the Accreditation Board for Engineering and Technology (ABET) is required.

Licenses and

Certifications:

Must possess a valid Texas Class C Driver's License

Engineer-in-Training (EIT) certification from the state of Texas is preferred.

EXPERIENCE, TRAINING, KNOWLEDGE, AND

SKILLS:

* Strong knowledge of engineering-related mathematics and principles.

* Proficiency in operating engineering instruments, tools, and equipment, and in reading and interpreting engineering designs and studies.
