Introduction:

The successful candidate may be required to pass a job-related physical evaluation.

The ideal candidate is a passionate, dedicated, and responsible Process Control Systems Engineer with progressively responsible experience in the design, programming, commissioning, troubleshooting, and support of industrial control systems, preferably within water treatment, water transmission, or water distribution. The candidate is a recognized technical leader with extensive experience in Rockwell Automation Control Logix, PlantPAx, Studio 5000, Factory Talk, and AVEVA System Platform SCADA development and maintenance.

They possess a proven ability to develop robust, maintainable PLC software, implement advanced control strategies, lead complex system projects, and modernization efforts. The ideal candidate demonstrates expert knowledge of industrial networking, Ethernet/IP communications, cybersecurity best practices, and secure Operational Technology architectures. They possess a broad understanding of process control systems, instrumentation, SCADA, historians, networking, and enterprise data integration, along with excellent communication, leadership, and project management skills.

The ideal candidate has experience leading multidisciplinary teams, developing technical standards, and collaborating across operations, maintenance, engineering, and enterprise technology. Professional registration as a Professional Engineer, preferably in Control Systems Engineering, or certification as a Certified Automation Professional is strongly preferred. A PMP certification, other automation certificates, or networking certificates are highly desirable.

General Purpose

Under general direction, complex professional engineering work in the research, planning, design, construction and installation of instrumentation and process control system elements of a variety of capital construction, maintenance and/or asset management projects; performs complex telemetry, electrical and mechanical engineering projects and analyses; conducts field inspections and construction reviews to ensure process control instrumentation software and equipment is in conform­ance with code, standards and specifications, meets performance criteria and provides accurate, comprehensive data for decision making;

and performs related duties as assigned.

Desired Minimum Qualifications

Knowledge of:

Theory, principles and practices of electrical, mechanical, telemetry and instrumentation engineering in relation to process control systems including Supervisory Control and Data Acquisition (SCADA) systems, power supply monitoring systems, field process equipment and field equipment; modern methods and techniques used in the operation of electrical, mechanical, telemetry and instrumentation elements in a wide variety of waterworks facilities; control and instrumentation theory and its application to instrumentation and control systems;

electrical and electronic circuit design; process control software design and micro-computer applications pertaining to the work; principles and practices of engineering economics; modern developments, current literature, and sources of information regarding assigned areas of engineering responsibility; general asset management principles and best practices, including equipment and systems maintenance methodologies; general civil, mechanical, electrical and cathodic protection principles as they apply to the overall design and integration of water utility systems, facilities and equipment;

applicable laws, codes and regulations pertaining to electrical and instrumentation elements of waterworks infrastructure design and construction, including the National Electrical Code, IEEE standards and Inter National Electrical Testing Standards; principles, practices, methods and tools of project management; principles and practices of sound business communications; safety policies and practices applicable to the work.

Ability to:

Make complex engineering computations; prepare and/or check and approve design plans and specifications for a wide variety of electrical, telemetry, control and instrumentation projects; perform difficult engineering research and analyze complex engineering and mathematical problems, evaluating alternatives and…
