Position: PT CITY MARSHAL - CONSERVATION EASEMENT PATROL

Under general supervision, provides law enforcement for the City as assigned and performs related duties as required. The Part Time City Marshals perform off‑road law enforcement patrol work specifically to enforce laws and ordinances of the city and any other laws of the State of Nevada, as applicable to the Boulder City Conservation Easement.

Responsibilities
  • Prevent any activity or use of the property that is inconsistent with the purpose of the Boulder City Conservation Easement.
  • Deter illegal activities that may degrade sensitive habitat in the Easement.
  • Deter vandalism to resources and structures such as signs and fences.
  • Deter the incidence of prohibited uses within the Easement.
  • Assist in increasing the effectiveness of conservation actions within the Easement.
  • Assist with and/or conduct other law‑enforcement duties that may be required to meet the obligations for protection and enforcement within the Easement.
  • Conduct criminal investigations as appropriate for violations within the Easement.
  • Identify and arrest persons violating laws and ordinances.
  • Respond to emergency and routine incidents/calls for service; determine the nature of the incident/service call, investigate the circumstances, and take any necessary and prudent action; may call for assistance or superior officers if necessary.
  • Take command at the scene of crime or accident; administer first aid and request medical service as necessary; take statements and interview victims and witnesses; examine the situation; record vital information regarding causes and circumstances.
  • Guard, transport and supervise prisoners.
  • Ensure that patrol activities are conducted in conformance with departmental rules and regulations as well as contractual obligations required within the BCCE.
  • Conduct investigation of suspected illegal activity or follow‑up investigation of criminal cases and assist in the collection and preservation of evidence at a crime scene.
Qualifications
  • High school diploma or equivalent.
  • Possess and maintain a valid driver license; upon hire, possess a Nevada or "border state" driver license under conditions defined by Nevada Revised Statute 483.035.
  • Must be a U.S. citizen by the time of application.
  • Must be at least 21 years of age at the time of hire.
  • Must have no felony convictions or convictions of any offense which would be a felony if committed in Nevada.
  • Must have no convictions for an offense involving moral turpitude or the unlawful use, sale, or possession of a controlled substance.
  • Must not have resigned in lieu of termination or been terminated from any civil service employment for substantiated misconduct involving dishonesty.
  • Must have no convictions for offenses of domestic violence nor a documented history of physical violence.
  • Visual acuity must be correctable to 20/40 in one eye and 20/30 in both eyes.
  • Hearing must be 30 decibels or less for each ear.
  • Nevada Peace Officer Standards and Training Category 1 Certification required within time limits set by the City Manager and must remain Category 1 POST certified throughout incumbency.
  • Must pass a nationwide fingerprint‑based record check and a wants/warrants check.
  • Applicants for a peace officer position must attest that they are not disqualified from serving as a peace officer, have not been discharged, disciplined, or asked to resign from employment with a law‑enforcement agency for certain conduct, and have not resigned from or otherwise separated from employment with a law‑enforcement agency for certain conduct or while an investigation concerning alleged conduct was pending.
Knowledge,

Skills and Abilities
  • Knowledge of rules, regulations, policies and procedures of the City; security methods and techniques;
    Nevada Revised Statutes related to powers of arrest and performance of duties; criminal justice; the organization and function of City departments;
    First aid and CPR procedures.
  • Skill in using a handgun or other weapons approved by the Boulder City Police Department, metal detectors, and radios; using personal computers, facsimiles, copy machines and telephones.
