Acquisition And Procurement Support
The Institute for Telecommunication Sciences (ITS) requires acquisition and procurement support to assist program offices with the development, preparation, and coordination of procurement documentation and acquisition packages. The contractor will support ITS program offices and Contracting Officer Representatives (CORs) by reviewing acquisition documentation, assisting with procurement planning, and supporting contract administration activities in accordance with Federal Acquisition Regulations (FAR) and Department of Commerce acquisition policies.
The Institute for Telecommunication Sciences (ITS) provides research and development support for the National Telecommunications and Information Administration (NTIA) by performing applied telecommunications research that supports spectrum management, telecommunications policy development, and emerging communications technologies.
ITS supports a variety of federal agencies, state and local governments, private organizations, and international partners. Because ITS conducts applied research and development activities, program offices frequently require procurement support for equipment acquisitions, research contracts, and specialized telecommunications technologies.
Responsibilities Acquisition Documentation SupportSupport program offices in the preparation and development of acquisition documentation and procurement packages. This includes reviewing documents such as:
- Statements of Work (SOW).
- Independent Government Cost Estimates (IGCE).
- IT Security documentation.
- Section 508 compliance documentation.
- Justifications for Other than Full and Open Competition (JOFOC).
- Option Year and Modifications (both unilateral and bilateral)
- Deobligation requests
- Market Research
All documentation shall be prepared in accordance with:
- Federal Acquisition Regulation (FAR).
- Department of Commerce acquisition policies.
- NTIA acquisition procedures.
Assist ITS CORs with contract administration activities including:
- Submission of purchase requisition packages into the Department of Commerce acquisition system.
- Maintain yearly ITS Procurement Tracking Spreadsheet
Develop and maintain procurement process documentation supporting ITS procurement operations. This includes documenting procedures for:
- Purchase request submissions.
- Procurement workflows
- Acquisition documentation standards
Documentation must be updated as procurement processes evolve.
Research and Knowledge TransferMaintain familiarity with federal acquisition regulations and government contracting vehicles. This includes monitoring changes to:
- Federal Acquisition Regulation (FAR).
- Department of Commerce acquisition policies.
- Government contracting vehicles including:
- Blanket Purchase Agreements (BPAs)
- Indefinite Delivery/Indefinite Quantity (IDIQ)
The contractor will periodically brief program staff on relevant acquisition updates and contracting vehicle options.
QualificationsFour (4) or more years of relevant experience supporting federal acquisition or procurement activities.
Qualifications commensurate with DAWIA or FAC-C Level II in contracting.
Working knowledge of the Federal Acquisition Regulation (FAR).
Experience supporting government acquisition planning and procurement documentation.
Experience conducting market research and IGCE development.
Familiarity with procurement documentation including SOW.
Intermediate proficiency with Microsoft Office Suite.
EducationBachelor's degree in business, public administration, acquisition management, or related field (or equivalent experience).
CompensationThe compensation range for this position is $33.76 - $56.26 per hour. Compensation will be discussed in greater detail with candidates who advance in the interview process, allowing for a comprehensive evaluation of qualifications and alignment with role requirements.

The salary range provided for this position represents a general guideline. Final compensation will be determined at the Company's discretion based on a variety of factors, including but not limited to relevant experience, skills, education, internal equity, geographic location, and contract requirements. Not all candidates will be eligible for the upper end of the salary range.
This position is 100% on-site and requires daily reporting to the following location:

This role is not eligible for remote or telework arrangements. Candidates must reside within a reasonable commuting distance of the worksite and be able to reliably report on-site as required.
This position follows a standard 40-hour work week, Monday through Friday. Employees are expected to be available during core business hours of 9:00 AM to 3:00 PM MT, with additional working hours scheduled outside of core hours as needed to fulfill the full work schedule.
