Job Summary

The Office of Contracts and Grants Department at CU Boulder invites applications for a Senior Proposal Analyst! Each Proposal Analyst (PA) supports a specific set of University clients including a variety of institutes, schools, and academic departments. PAs work directly with University faculty, research administrators, and students to ensure proposals reflect sponsor and University requirements. PAs ensure proposals are submitted bythe proposal due date.

The Senior Proposal Analyst also collaborates with other campus departments and external sponsors to address issues and solve problems prior to proposal submission and during the sponsor''sproposal review and evaluation. Additionally, the Senior Proposal Analyst may develop training materials and educate campus staff about sponsored project policies, procedures, and practices.

The expertise of the Senior Proposal Analyst includes:

  • Knowledge of federal regulations, state statutes, University policy, best practices and project requirements.
  • Adherence to Uniform Guidance (2 CFR 200) requirements.
  • Navigation of Federal Acquisition Regulations (FAR).
  • Understanding of the administrative processes and procedures for grants, contracts, and other agreements both internal and external to the University.
  • Assessing the legal, administrative, and financial risks associated with sponsor terms and conditions to guide investigators and other University personnel through business decisions relatedto potential awards.
  • Skilled budgeting and adherence to University estimating practices and Cost Accounting Standards.
  • Excellent organization, attention to detail, and time management, as well as the ability to manage competing priorities.
  • Strong team-work skills to assure cross-training and collaboration within the Proposal Development Team, OCG and with campus partners.

This position is charged with serving as an Authorized Organizational Representative (AOR) by facilitating the development and submission of proposals to support sponsored projects on behalfof the University, while also protecting the legal and business interests of the University. The Senior Proposal Analyst will represent the University and work directly with a variety of sponsors: federal and non-federal, state agencies, businesses,foundations, and other universities. The Senior Proposal Analyst is responsible for researching and responding to inquiries from investigators, department administrators, University officers,colleagues and external sponsors.
