We are seeking an experienced Network Construction Manager to oversee the planning, coordination, and execution of fiber network construction projects. This role requires experience with outside plant (OSP) and inside plant (ISP) construction in both aerial and underground environments, along with knowledge of permitting, utility coordination, and contractor management.

The ideal candidate will manage projects from initial planning and design through construction, closeout, and final acceptance, ensuring projects are completed safely, on schedule, within budget, and in accordance with established quality standards.

Key Responsibilities
  • Collaborate with engineering teams to support project planning and execution.
  • Manage construction vendors and subcontractors to ensure timely, cost‑effective project completion.
  • Perform constructability reviews and identify potential project risks.
  • Develop bid packages and coordinate competitive bidding processes.
  • Oversee the preparation of permit applications and construction plans.
  • Coordinate material procurement and track third‑party material deliveries.
  • Monitor construction activities, schedules, and contractor performance.
  • Coordinate permitting and licensing activities with local municipalities, utilities, and regulatory agencies.
  • Participate in project status meetings and provide regular progress updates to internal stakeholders.
  • Maintain accurate project documentation and tracking records.
  • Conduct field quality assurance inspections and monitor compliance with safety standards and construction specifications.
  • Review contractor pricing and negotiate costs to maintain project budgets.
  • Resolve field issues and recommend solutions to minimize schedule and budget impacts.
  • Ensure construction activities comply with company standards, industry best practices, and applicable regulations.
  • Promote a culture of safety and quality throughout all phases of construction.
Minimum Qualifications
  • High school diploma or equivalent required.
  • Associate degree in a technical field or equivalent combination of education and experience preferred.
  • Valid driver's license required.
  • 1–3 years of telecommunications construction experience.
  • 1–3 years of construction experience with contractor oversight or supervisory responsibilities preferred.
  • Experience with outside plant (OSP) construction, including aerial and underground facilities, preferred.
  • Knowledge of utility permitting and licensing processes preferred.
Preferred Knowledge & Skills
  • Familiarity with fiber testing equipment and procedures, including OTDR, Optical Power Meter, RF Sweep, Grounding and Bonding, and Passive Intermodulation (PIM) testing.
  • Working knowledge of NESC, NEC, OSHA, and other applicable industry standards.
  • Strong project management and organizational skills.
  • Excellent communication and interpersonal abilities.
  • Proficiency with Microsoft Office, including Excel, Word, PowerPoint, and Visio.
  • Ability to manage multiple projects in a fast‑paced environment.
  • Strong problem‑solving and decision‑making skills.
  • Basic understanding of telecommunications network infrastructure.
  • Bachelor's degree in Civil Engineering or related field is a plus.
  • PMP certification is a plus.
  • Commitment to safety, quality, integrity, and continuous professional development.
