Responsibilities

Job Purpose:

The purpose of the Regulatory Compliance Engineer role is to provide technical input in support of Pattern’s generation asset operations and maintenance program to ensure the safety and reliability of Pattern’s operational fleet with requirements from various regulatory agencies such as State, Federal, and regional agencies. Specifically, this involves staying abreast of and developing and communicating new technical standards and best practices to improve efficiency and ensure a best in class operational generation fleet.

Accountabilities
  • For Operational Projects:
    Provide technical support to the Regulatory Compliance programs of Pattern’s operating fleet of windfarms
  • Manage static and dynamic model updates, utilizing OEMs and third party consultants.
  • Manage Pattern’s arc flash hazard assessment (AFHA) program including assessment updates and revisions.
  • Work with peers in EHS and Field Ops to standardize AFHA inputs and outputs across Pattern’s operating fleet.
  • Protection system maintenance & testing relevant
  • Meter calibration & testing review results
  • BOP Equipment Maintenance, Testing & Repair:
    Circuit Breakers, Transformers, Disconnect Switches, Transmission Lines, Underground collection systems, et cetera. this is BOP Engineering
  • Short Circuit Modeling eTAP relevant, through 3rd parties
  • Strong understanding of: PSS/e, PSCAD, TSAT & EMT models relevant (may or may not be strong)
  • Protection System Coordination relevant
  • Inverter Based Resource control system operations including Voltage Regulation, Frequency Response & Real Power control. Relevant to have understanding of...
  • Inverter Based Generation Dynamic Response operations. Relevant to have understanding of
  • Analysis of electrical operational data: protection system assertion files, high speed operational data relevant as part of evaluation of missed operations with Electrical Engineering team. If there is a missed operation it needs to be documented and reported.
  • Understand Arc Flash / OSHA requirements to ensure safety of personnel performing work on equipment Relevant
Qualifications Education & Experience

A bachelor’s degree in electrical engineering from an accredited college or university or equivalent experience is required.

Work Experience
  • At least 2 years experience with an electrical utility in engineering role.
  • Relevant experience in power generation or transmission/distribution utility engineering and/or field operations preferred.
Additional Qualifications
  • Strong technical capabilities and a creative, curious, self-driven work ethic
  • Ability to travel as needed (Up to 30% travel)
Technical Skills
  • Advanced knowledge of medium- and high-voltage turbine and substation electrical equipment and operations; knowledge of, and ability to apply, pertinent industry standards and codes, including those of the Institute of Electrical & Electronic Engineers (IEEE), National Electric Safety Code (NESC), and ANSI (American National Standards Institute); familiarity with programming and operation of microprocessor relays.
  • Able to quickly assess emergency situations and requirements, and to develop and implement appropriate action plans.
  • Able to extract and analyze relay settings, event data, and oscillography from all SEL, GE, ABB and Siemens relays.
  • Able to occasionally perform physical requirements including standing, sitting, walking, kneeling, twisting, reaching, and climbing at project locations to inspect equipment or collect information.
  • Able to perform and review electrical discipline mathematical calculations and electrical protection designs, interfacing closely with Engineering and Construction teams and consultants to ensure proper protection system design and operation.
  • Able to read and understand plans, specifications, drawings, and documents relating to engineering and construction, including one-line diagrams, three-line diagrams, and wiring diagrams.
