FSM Capital Planning Investment Controls Analyst II - CO
Pro Sidian seeks a FSM (Financial Service Management) Capital Planning Investment Controls Analyst II to support an engagement for an American scientific agency within the U.S. Department of Commerce that focuses on oceanic, atmospheric, and climate data analysis. The role requires supporting capital planning and investment control activities, providing financial analysis, preparing and reviewing budgets, and enforcing financial policies and standards.
- Have a strong understanding of federal government business operations and work processes.
- Support project teams and program managers, providing daily execution of assigned work functions.
- Collect, evaluate, and test financial data for recurring departmental processes and reviews; summarize findings clearly.
- Conduct periodic reconciliation reviews of external interfaces with field offices to identify and correct data gaps and financial discrepancies.
- Work with a variety of IT systems to provide multi‑functional Enterprise Services support on behalf of the organization.
- Provide acquisition support across bureau functions, including IT, financial management, HR, program management, economic analysis, executive, and administrative support.
- Have advanced experience with Microsoft Office Word, PowerPoint, Excel, and Outlook.
- Strong presentation skills and effective oral and written communication to support standard services across the department.
Qualifications:
- Bachelor’s degree (or higher) in a related field and approximately 4 years of related experience; a master’s degree and at least three years of work experience in accounting and financial planning preferred.
- Strong analytical, problem‑solving, and communication skills.
- Proficient in Microsoft Office products and related tools; advanced Excel and data‑analysis skills desirable.
- Experience with federal financial integrity regulations (e.g., FMFIA) is preferred.
- U.S. citizenship required.
- All candidates must be eligible for a Facility Access Authorization per U.S. government requirements.
Travel:
Travel may be required, subject to prior approval by the Contracting Officer and in accordance with Federal Travel Regulations.
Location:
Boulder, CO (CONUS).
