The Finance Deputy Director assists the Chief Financial Officer (CFO) in leading and overseeing all financial activities for the City of Boulder, including accounting, treasury, budgeting, debt issuance, payroll, and related functions.
Essential Duties and Responsibilities- Partner with the CFO on strategic planning, budgeting, long‑term financial planning, fund structure, and debt strategies.
- Establish and maintain a sound accounting system consistent with generally accepted accounting principles for municipalities.
- Monitor and evaluate service delivery methods and procedures, recommending improvements.
- Develop and implement financial processes, procedures, and internal controls.
- Manage ERP support activities, including training, upgrades, reporting, and help‑desk response.
- Develop training programs for finance staff and citywide personnel on policies and procedures.
- Collaborate with finance department managers to achieve operational excellence.
- Direct a team of finance professionals, providing oversight, support, coordination, and guidance.
- Assess fund management structure and make recommendations based on best practices.
- Demonstrated ability to build strong working relationships and trust with city council and finance committee members.
- Strong communication skills and ability to explain complex data to customers.
- Excellent presentation skills and tact.
- Cooperative working relationships with employees, departments, external entities, and the public.
- Strong management and leadership skills.
- Working knowledge of financial administration and reporting.
- Strategic thinking with a big‑picture orientation.
- Valid driver’s license and acceptable motor‑vehicle record.
- Contract background check with acceptable criminal history.
- Proactive customer service skills and ability to mentor staff.
- Experience in governmental finance, accounting, budgeting, treasury, investments, purchasing, payroll, and debt management.
- Master’s degree in Finance, Public Administration, Business Administration, Economics, or related field.
- Certified Public Accountant or Certified Public Finance Officer.
- Bachelor’s degree in accounting, finance, or related field.
- Eight years of financial experience, including five years in financial leadership and management.
- Supervision Received:
Chief Financial Officer. - Supervision Exercised:
Controller, Purchasing Manager, Tax Senior Manager, Licensing Manager.
Work primarily in a clean, comfortable office environment; requires extended computer use and ability to handle deadlines under stress.
