Positions can be filled in the following NOAA OAR offices:
Great Lakes Environmental Research Laboratory (GLERL) Physical Sciences Laboratory (PSL) Chief Financial Officer (CFO) / Chief Administrative Officer (CAO)

As a Budget Analyst, you will perform the following duties:

• Work with higher level analysts in the development of budget operating plans and labor projections. Aid in reviews, approves, disapproves, and recommends the amount and timing of allotments of funds to programs. Analyze and evaluate program's proposed plans and makes recommendations based on research.
• Utilize automated systems to input, review and analyze cost data for budget planning and execution. Regularly communicate budgetary issues with management, staff, and external organizations. Provide recommendations for priorities for use of financial resources.
• Prepare and track monthly financial reports. Provide input and responses to financial related data calls. Plan, develop, and execute financial practices and procedures to enhance the validity, accuracy, timeliness, and integrity of financial processes.
• Apply knowledge of budgetary, financial, and administrative operations of the Department and the Federal budget process, and all associated policies, directives, procedures and regulations. Develop and provide authoritative advice and interpretations of legislation, policies, and precedents.

This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-3 is equivalent to the GS-11/12.
