Responsibilities

  • Scout Clean Energy is seeking a motivated and collaborative Manager, Government and Regulatory Affairs to advance our legislative and regulatory priorities across assigned states within the MISO and PJM footprints.
  • This role will advocate for key policies, build and manage external relationships, and partner cross-functionally to advance Scout’s development and operating portfolio.
  • Monitor, analyze, and track legislative and regulatory developments across assigned states; translate implications into clear internal recommendations and action plans.
  • Build and manage relationships with policymakers, regulators/utility commissions, trade associations, and other stakeholders; represent Scout in external forums and discussions.
  • Coordinate external advocacy efforts, including with contract lobbyists, coalitions, and industry groups, to advance Scout priorities and ensure effective engagement with legislative and regulatory bodies.
  • Partner with internal teams (development, interconnection, origination, procurement, construction, legal, finance, etc.) to assess impacts, align policy strategy with business objectives, and mitigate risk.
  • Draft internal briefings, position materials, and decision memos. Communicate risks, progress, and recommended actions to senior leadership.
  • Maintain and improve internal tools (e.g., stakeholder maps, engagement logs, policy calendars, and trackers) to support coordinated execution.
  • Mentor and support junior team members through knowledge-sharing, feedback, and collaboration.
Qualifications
  • A Bachelor’s degree from an accredited college program in political science, business, communications, international relations, or other related discipline. Advanced degree preferred.
  • 4+ years of relevant work experience in renewable energy, state legislative and/or state regulatory affairs.
  • Understanding of state legislative processes and utility commission regulations unique to renewable energy technologies and across multiple disciplines including demand drivers, transmission, interconnection, finance, tax, origination, siting, permitting and land use.
  • Demonstrated research and analysis experience, including synthesizing complex issues into clear communications with focus on anticipated impact and recommended action.
  • Strong written, verbal, and interpersonal communication skills.
  • Demonstrated team building and coalition-building skills and experience working with cross-functional internal and external technical advisors and stakeholders.
  • Demonstrated ability to influence legislation and regulation at a variety of levels including as a company representative, through industry groups and coalitions, and with contracted lobbyists.
  • Ability to self-organize, multi-task, and navigate conflicting priorities with clear target setting and follow-through capability in a fast-paced work environment.
  • Willing and available to travel up to 25% of the time (travel expectations may be higher for remote employees, depending on location and business needs).
