Assuring Better Child Health & Development (ABCD) is a Colorado-based statewide nonprofit dedicated to improving the lives of children through early identification of developmental needs. Established in 2006, ABCD partners with pediatric primary care, early childhood programs, and community agencies to connect children and families to needed supports. ABCD serves as the state program lead for Healthy Steps, a unique model that places a child development specialist within pediatric primary care teams.

In partnership with ZERO TO THREE, ABCD is expanding and implementing Healthy Steps across Colorado to strengthen early childhood outcomes.

The Healthy Steps Program Manager is a full-time, hybrid role based in Colorado. This position oversees the implementation, expansion, and quality of the Healthy Steps model across participating pediatric practices. Day-to-day tasks include coordinating with clinic and community partners, providing program guidance and technical assistance, and supporting practices in integrating child development specialists into care teams. The Program Manager monitors performance metrics, supports data collection and reporting, and helps ensure compliance with model fidelity and funding requirements.

Additional responsibilities include facilitating trainings, contributing to program improvement strategies, preparing program materials and communications, and representing ABCD and Healthy Steps in meetings, work groups, and community events.

• Develop content, and deliver Community of Practice calls to all Colorado HS Specialists
• Develop and document customized TA plans and activities for HS sites, based on annual site visits and other qualitative / quantitative data and as directed by grant funders
• Deliver customized TA to HS sites, based on individual site needs
• Support HS sites in connecting with other early childhood agencies in their communities
• Train HS sites in best practices for making referrals to early intervention, preschool special education, and other early childhood service partners
• Support early childhood community partners in connecting with one another and with Healthy Steps sites by facilitating systems building conversations in communities where HS exists or could exist.
• Support HS sites in their family engagement efforts
• Support HS sites in implementing new protocols to align with National Office requirements
• Support HS sites in understanding their data, and implementing data-based improvements

• Guide sites in understanding fidelity & reporting requirements of the program
• Support sites in using their data to guide their HS implementation
• Train new Specialists on the Healthy Steps Colorado Database & other data reporting systems

• Supports sites engaging in Continuous Quality Improvement (CQI) initiatives to ensure the model is delivered with fidelity
• Assist sites in identifying gaps in their child & family level screening and referral processes
• Provide reflective coaching and technical assistance to clinics to support quality implementation, improvement and sustainability.

• Experience working in a pediatric integrated behavioral health setting.
• Program and project management skills, including the ability to plan, implement, and monitor multiple initiatives across sites.
• Stakeholder engagement and partnership-building skills to collaborate effectively with healthcare providers, early childhood organizations, and community agencies.
• Skills in data collection, analysis, and reporting to track program outcomes and support continuous quality improvement.
• Strong written and verbal communication skills for preparing program documents, training materials, and presentations.
• Experience or knowledge in early childhood development, pediatric primary care, or child and family services.
• Ability to work independently in a hybrid environment, manage time effectively, and travel within Colorado as needed.
• Bachelor’s degree in public health, social work, education, health administration, or a related field; a master’s degree is preferred.
