Job Summary

The Sourcing Manager is responsible for sourcing, qualifying, negotiating, onboarding, and managing subcontractor relationships in support of CNS programs. This role owns the subcontractor sourcing lifecycle: from pre-bid strategy through execution support, ensuring capacity, pricing, terms, and performance align with the project schedules, budgets, and risk profiles. This position partners closely with Estimating, Procurement, and Legal.

Job Responsibilities (Including, But Not Limited To) Sourcing and Onboarding
  • Develop and execute subcontractor sourcing strategies aligned to growing division needs.
  • Research industry trends to identify new suppliers and cost-saving opportunities.
  • Identify subcontractors and vendors and support the onboarding process across disciplines and geographies.
  • Work with internal teams (legal, finance, construction) to align procurement strategies with company goals
  • Lead subcontractor outreach across markets.
Contract Management and Negotiation
  • Negotiate pricing, scope of work, terms, to achieve favorable cost savings
  • Drafting and managing service agreements, amendments, and purchase orders.
  • Partner with Estimating during bid and preconstruction to validate pricing, scope, and capacity.
  • Support development of subcontractor bid packages and scopes of work.
  • Use data to drive decisions, track metrics, and report savings to senior leaders
  • Ensure subcontractor input aligns with estimating assumptions and cost structures.
Performance Monitoring
  • Identify subcontractor related risks early and support mitigation planning.
  • Support Project Managers during subcontract award and execution.
  • Ensure clean handoffs from estimation to execution for subcontractor scopes.
  • Clearly define ownership, handoffs, and escalation paths related to subcontractors.
  • Identify, evaluate, and manage relationships with subcontractors, conduct audits, and assess performance.
Market Risk And Compliance
  • Provide visibility into subcontractor commitments, risks, constraints, pricing, etc. to the project team.
  • Tracking subcontractor compliance, quality, and responsiveness to meet KPIs
  • Analyze industry trends, contractor capabilities, and market fluctuations to inform procurement decisions.
  • Other duties as required.
Required

Skills & Qualifications
  • High school diploma or GED equivalent.
  • Minimum 7 years of experience in telecom, utility, or infrastructure construction, or a bachelor’s degree and 5 years of experience.
