Job Description
Summary:
Under general supervision, the Bilingual Family Resource Schools Program Manager supports families with students at five (5) elementary schools within the City of Boulder in raising healthy, thriving children through programming that encourages family self-sufficiency and removes barriers to children's educational success. In partnership with the Boulder Valley School District (BVSD), Family Resource Schools (FRS) staff serve the whole school community with focus on at-risk, traditionally under-represented and under-served children and families.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Basic Assistance and Case Management, including
* Assessing family needs and providing direct or resource and referral services, as appropriate
* Making referrals to services in the community or within the school
* Providing advocacy, case management, and maintaining accurate and complete records and data
After school Program
* Designs, coordinates and implements enrichment programs that complement academics
* Collaborates with community agencies; oversees after school providers
Parent Engagement, Leadership Development and Volunteerism
* Collaborates with BVSD Parent and Family Partnership and school parent organization (PTO/PTA)
* Facilitates informal support networks among parents through workshops, events and activities
Planning and Coordination
* Conducts needs assessments and evaluations to determine school needs
* Engages school staff and program partners in service planning and coordination
* Monitors site budget, ensuring that funds are spent appropriately and within budget
Reporting and Communications
* Collects data and documentation; responsible for monthly and quarterly tracking
Other
* Follows City of Boulder, BVSD, and program policies and procedures
* Understands and implements requirements for confidentiality and abuse and neglect reporting
* Responsible for safety of self and others, materials and equipment. Takes proper safety precautions to prevent accidents. Reports all accidents following City of Boulder and BVSD requirement.
MINIMUM QUALIFICATIONS
* Ability to communicate fluently in Spanish and English with strong written and oral skills.
* Ability to work independently with minimal supervision.
* Ability to work with a wide range of sensitive issues and maintain confidentiality.
* Knowledge of confidentiality requirements and practices for case management and how to apply in a school setting.
* Skill in data collection and reporting.
* Skill in effective communication with people of different ages and from diverse ethnic, cultural, and socioeconomic backgrounds in a positive and cooperative manner.
* Skill in internal and external customer service.
* Skill in management, including administration, planning and organization.
* Valid Driver's License and ability to maintain an acceptable motor vehicle record.
* Have and maintain acceptable background information including criminal conviction history, sex offender and child abuse & neglect registries.
PREFERRED QUALIFICATIONS
* Ability to actively practice self-care.
* Ability to demonstrate competence working with diverse populations, through lived experience and one's own identity.
* Ability to demonstrate sufficient cultural competency to serve Latino/Hispanic demographics.
* Ability to perform well in team-oriented environment.
* Knowledge of resources and services available to families in Boulder.
* Skill and experience working with children and/or in a school setting.
* Skill in budget management.
* Skill in management of contractors and volunteers.
REQUIRED EDUCATION AND EXPERIENCE
* Bachelor's degree in Social Work, Human Services, or Education; or equivalent of eight (8) years related experience may substitute for the education requirement only.
* Two (2) years' relevant work experience in case management, social work, human services or an educational setting

* Physical and Mental Effort:
Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials.
