Responsibilities
- Serve as the Energy Manager for the U.S. Army Installation Management Command (IMCOM) Directorate of Public Works (DPW) Engineering Division’s Army Energy Program at Aberdeen Proving Ground.
- Direct, administer, and perform work concerning energy management plans, conservation and resilience operations, and utility-related matters at an IMCOM garrison.
- Manage and implement the Army Energy Program to develop policy and directives that reduce energy costs and support stewardship of resources, readiness, and sustainability.
- Act as a technical expert on facility energy utilization in support of the Army Energy Program.
- Serve as the Contracting Officer’s Representative (COR) for all energy‑related contracts, directing and controlling material acquisition and overseeing construction progress and quality.
- Prepare all energy‑related responses to outside audits, inspections, and surveys; represent the installation in dealings with other agencies.
- Receive, review, and approve utility billing; oversee building automation and metering systems to verify cost, consumption, and usage of energy and water systems.
- Conduct detailed feasibility studies to gather information for economic analysis that informs energy conservation program plans.
- Appointment may be subject to a suitability or fitness determination based on a background investigation.
- Must obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Position requires a temporary duty (TDY) or business travel of approximately 5% of the time.
- Appointment is subject to a one-year probationary period unless previously qualified under 5 CFR Part 315.
- Must hold a Certified Energy Manager (CEM) license through the Association of Energy Engineers or obtain one within the first year of employment.
- Work may include weekends, holidays, and outside normal duty hours.
- May be required to represent the Operations and Maintenance Division during facility or weather emergencies to coordinate resources and mitigate damage.
- OGE 450 Financial Disclosure Statement must be completed and signed prior to appointment and annually thereafter.
- Must successfully complete and maintain Contracting Officer’s Representative (COR) Certification within 90 days of appointment.
- Proof of U.S. citizenship is required.
- Male applicants born after December 31 1959 must complete a Pre‑Employment Certification Statement for Selective Service Registration.
- Basic Requirements for Engineers
- Bachelor’s degree (or higher) in engineering, with a program accredited by the Accreditation Board for Engineering and Technology (ABET) or equivalent science/physics courses covering advanced statistics, dynamics, strength of materials, fluid mechanics, thermodynamics, electrical fields, and material properties.
- Combination of Education and Experience
- Professional registration or licensure (EI, EIT, or PE) in any state or jurisdiction, or documented proof of completing the Fundamentals of Engineering exam or equivalent.
- Or, completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that include the specified curriculum.
- Or, a curriculum leading to a bachelor’s degree in a related field (e.g., engineering technology, physics, chemistry, architecture, computer science) plus at least 1 year of professional engineering experience under supervision.
- Specialized Experience – GS‑13
- 1 year of specialized experience preparing energy management plans to conserve energy within offices/buildings.
- 1 year of experience administering an energy program for conservation.
- 1 year of experience conducting studies or research for an energy program to conserve energy.
- 1 year of experience providing advice, guidance, and recommendations related to energy engineering.
- Specialized Experience – GS‑12
- 1 year of experience assisting with preparation of energy management plans.
- 1 year of experience assisting with administration of an energy program.
- 1 year of experience assisting with studies or research for an energy program.
- 1 year of experience evaluating utility rate structures.
