The Chief Financial Officer is the principal advisor to the MDOT MVA Administrator, Deputy Administrators and the executive team on all Accounting and Finance matters, issues and directions. This position presents the annual budget to MDOT Senior Finance staff, and in cooperation with the Administrator, to the Secretary, Deputy Secretaries and TSO Finance Team. This position will also attend legislative budget hearings to support the Administrator.

Engage with Executive Staff in the design, implementation and management of the strategic course for the MVA. The strategic plan incorporates the Mission, Vision, Goals, and Strategies of the Administration to ensure the success of the organization. This leadership position of the Office of Financial Services (OFS) helps to ensure that MVAs mission is synergized with the mission and goals of all the executive offices within the organization.

This position is involved in the management, operation, and coordination of all units in the Agency requiring an understanding of multiple technical areas including capital programs, grant agreements and required reporting and compliance with State and Federal regulations.

Responsibilities include but are not limited to the following:

  • Presenting budget strategies to the Secretary and executive level staff at MDOT Headquarters. Discussing budget and strategic information with MVA Administrator and executive management. Discussing monthly financial status with the Administrator and executive staff
  • Providing information and insights to enable executive management in their decision‑making process, participating in monthly project review team discussions, involved in legislative committee for fiscal, economic and program impacts and implementation strategies and legislation affecting MVA, and managing results plus other planning budget and finance meetings at MDOT
  • Leading the Office of Financial Services including financial management, accounting, and financial systems. Overseeing the Accounting and Financial Systems Division to include Accounts Payable, Accounts Receivable, Cash Receipts, and Revenue
  • Responsible for the leadership and direction of the recording, processing and distribution of $2.0 billion in revenue. Additionally, the processing of over 2000 invoices monthly and over $20 million in various refunds via the financial systems of the MVA. Also, bank reconciliations and daily credit card reconciliations. Ensuring fees and donations collected are accurately posted, accounted for and distributed according to laws, regulations and policies
  • Leading workforce diversity and technological advances in the workplace. With new technological advances, such as Customer Connect, new financial systems, and a new personnel system the incumbent ensures continuous training and skills development in technology and networking for staff
  • Continuous engagement to synchronize with Planning and Capital Programs team, Project Managers, Accounting and Financial team on capital funding and charges, closing issues such as amendments, accruals and encumbrances
  • Directing development of budgeting and forecasting models for expenditures. Directing the budgeting process using BARS (Budget Systems) for MVA. Financial Management Information system (FMIS). Managing the allocation and funding of over 1700 positions that include regular and contractual employees
