Cost Analyst Security Clearance

Responsibilities

• Perform cost analysis work, including mastery of integrated cost analysis and cost estimating for life cycle cost estimate development, procurement, and operations related to R&D, RDTE, Procurement (OPA), and Operations (OMA) funding, consistent with DoD financial laws, regulations, and guidance.
• Develop and recommend changes to estimates and policy/guidance independently, prioritizing and analyzing projects to assure funding and mission accomplishment.
• Perform cost estimate development and validation for programs exceeding a billion dollars in life cycle costs, influencing the development of budget/Program Objective Memorandum (POM) within the five‑year defense plan and beyond.
• Perform tasks with minimal supervisory interaction and provide sound recommendations to estimate policies, procedures, regulations, and public law matters.
• Review and interpret proposed and new regulations, providing updated guidance and procedures within the organization; include appropriations for RDT&E, Procurement, and OMA to derive production investment and total life cycle costs.
• Participate in government activities throughout the DoD in system development, acquisition, production, and deployment; interface with other weapon systems, government activities, contractors, Services, and Agencies.
• Evaluate programs to integrate and synthesize all divergent aspects of the total system cost analysis/cost estimating program.
• Recommend POM and other budget positions, and participate in cost analysis studies requiring identification and correlation of operations and cost factors across various operational situations.
• Lead development of cost plans and procedures, including comparative analyses of cost models for alternative systems, correlation between schedules, technical requirements, and cost, independent studies and estimates for initial production, production changes, and life‑cycle cost estimates.
• Develop program cost estimates for the POM and future fiscal years across RDT&E, procurement, and operations and system maintenance, consistent with MIL‑STD, capabilities requirements, and acquisition strategy.
• Integrate a full suite of estimation tools, guidance, and actuals from available systems and contracts to develop a sound estimating approach and cost estimate for inclusion in the POM and beyond.
• Project future costs and make recommendations to reallocate budget dollars for productivity improvement.
• Develop unique program variance analysis to reflect pertinent variances for estimation and future budget goals.
• Make program recommendations and assessments of program performance to management and stakeholders based on mastery of the subject matter and analysis of capability changes, contractor costs, and other cost factors.
• Integrate contractor cost information reported by each major contractor, including RDT&E and production contract information, to assess contractor cost data and provide a sound path forward for program funding and completion.

• Eight (8) or more years of experience as a cost/price analyst with working knowledge of DoDI 5000 and Defense Acquisition.
• Secret clearance.
• Bachelor’s degree (BA/BS) or higher in a related field; additional education may substitute for experience as described (e.g., 8 years experience as an alternative, Master’s degree or higher may substitute for 3 years of experience).
