The State Highway Administration's (SHA) District 7, District Office - Administration Section (Frederick County) is currently recruiting for a Unit Training Coordinator(Administrative Officer III) position. This position serves as the direct liaison to the Senior Manager and is an expert resource person and Program Manager for the entire RC/Office relative to Performance Excellence, Continuous Quality Improvement, Partnering, Managing For Results, Business Planning and other initiatives. The incumbent serves as a liaison to the Senior Managers on the:
Business Planning/Performance Measurement Vision Implementation Plan, Process Improvement, and Customer Service statewide teams. As such, the overall duties and responsibilities are to plan, coordinate and oversee all training activities in the office/RC; formulate, monitor and track the fiscal training budget for the office/RC; manage and implement all aspects of Cornerstone (on-line learning center); manage, monitor, implement, design and deliver training, coach and mentor employees and managers in all aspects of Professional Development Plan Program and review, edit (if necessary) and approve all external Training Request requisitions;

manage and maintain the On-Site Consultant Tracking System (OSCT); and assist, as needed, in performing various human resource job functions.

• Education:
  
  Graduation from an accredited high school or possession of a high school equivalency certificate.
• Experience:
  
  Three (3) years of experience in administrative or professional work.
• Selective
  
  Qualification:
  
  One (1) year of the required experience must have involved managing, coordinating, and/or assisting with the development or implementation of comprehensive training programs.
• Notes:
  1. Candidates may substitute education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.
  2. Candidates may substitute the possession of a bachelor's degree from a college or university for the required experience.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience. Candidate must possess a driver’s license valid in the State of Maryland.
