Position: Solution Architect – HIGLAS/HOM Program (CMS)

Solution Architect – HIGLAS/HOM Program (CMS)

Seize your opportunity as Solution Architect on the Centers for Medicaid & Medicare Services (CMS) Hosting, Operations, and Maintenance (HOM) program. As the Solutions Architect, you will strategize multi‑year roadmaps to enable business growth, ensure compliance and reduce the complexity of key business and IT processes. You will provide strategic and technical leadership across the CMS HIGLAS Hosting, Operations, and Maintenance (HOM) program, defining multi‑year technology roadmaps, driving architectural modernization, and ensuring solutions are scalable, secure, and compliant.

Key Responsibilities
  • Solution & ERP Architecture:
    Lead end‑to‑end architecture for complex Oracle ERP environments (EBS R12.2, Hyperion, Oracle Identity and Access Management, OKTA, OBIEE/Oracle Analytics Server, OCI). Translate business requirements into secure, scalable solution designs and architectural documents, ensure alignment with enterprise standards, and recommend ERP modules, extensions, and third‑party solutions.
  • Cloud Architecture & Integration Design:
    Design ERP and adjacent applications for OCI and other cloud platforms (AWS, Azure, GCP). Architect hybrid/multi‑cloud models, network/security patterns, and integration frameworks (REST, SOAP, event‑driven, messaging). Collaborate with middleware teams on SOA, Oracle Integration Cloud, and ERP performance optimization.
  • Artificial Intelligence (AI) & Machine Learning (ML), Analytics & Automation:
    Identify and architect AI/ML, analytics, and automation use cases for ERP processes. Partner with data/ML engineers to define pipelines, models, and reference architectures for AI‑enabled applications. Promote governance, MLOps, and adoption of automation/RPA to enhance operational efficiency.
  • Data, Security & Compliance:
    Work with data architects on data models, warehouses/lakes, and analytics solutions. Ensure data quality, governance, and compliance with security and regulatory frameworks (HIPAA, FedRAMP). Define and enforce security controls including IAM, SSO, encryption, and access models.
  • Stakeholder Collaboration & Governance:
    Partner with CMS stakeholders to align solutions with strategic objectives. Lead architecture reviews, workshops, and enterprise standards development. Support portfolio planning, prioritization, and governance (including ARB participation).
  • Delivery Support & Continuous Improvement:
    Provide technical leadership through design, testing, cutover, and hyper‑care. Conduct impact analysis, resolve complex issues, and drive solution optimization. Evaluate technology strategy, perform gap analyses, and lead proof‑of‑concept efforts.
Qualifications
  • Experience &

    Education:

    Bachelor’s or master’s in computer science, IT, or related field. 15+ years in technology and solution architecture for large Oracle ERP environments. Experience in federal, large commercial, or complex IT environments.
  • Technical Expertise:
    Deep ERP knowledge—Oracle EBS, Hyperion, Oracle SOA, IAM, OAS/OBIEE, RAC, Exadata. Strong enterprise, solution, and cloud architecture capabilities (TOGAF, OCI/AWS/Azure). Integration experience across SOA, microservices, APIs, and event‑driven architectures. AI/ML and analytics experience with cloud platforms, MLOps, and BI tools (Oracle Analytics Server, Incorta, or similar). Strong understanding of security, compliance, high availability, disaster recovery, and performance tuning.
  • Professional

    Skills:

    Strong problem‑solving, consensus‑building, communication, and leadership abilities. Skilled in creating architectural artifacts, roadmaps, and standards. Experience in Agile delivery, vendor management, and large‑scale transformation.
Location & Remote

Remote. Candidates in the DMV area strongly preferred. Ability to obtain a Public Trust: must have lived in the United States at least three (3) out of the last five (5) years and pass a public trust background investigation.

Compensation

Salary range: $170,144 - $201,250. Salary will be set based on experience, geographic location, and possibly contractual requirements and may fall outside of this range.
