The Resource Specialist Supervisor oversees the placement and resource management process for youth under the jurisdiction of the Department of Juvenile Services (DJS). The position works closely with regional staff to identify and secure appropriate treatment, placement, and support services based on the individual needs of youth, while promoting public safety, the least restrictive environment, and responsible use of resources. The position manages a budget exceeding $1 million and provides expertise on treatment options, available programs, and fiscal resources.

The position also supports program development, contract development, solicitations, and program monitoring and may supervise professional and support staff. This position collaborates with leadership, staff, service providers, and community partners at all levels to ensure effective services for youth.

The position serves Montgomery, Prince George’s, Carroll, Charles, and St. Mary’s counties and reports to the Community Resource Director.

In this role, you will have the opportunity to contribute in various ways, including:

  • Managing Youth Placement and Resource Services – Overseeing the placement process for DJS youth; consulting with Field Services Supervisors and Case Managers to identify appropriate services and out-of-home placement options; advising staff on available programs and funding; and ensuring placements and services align with Department protocols and youth needs
  • Leading Office Operations and Staff – Managing an Area Resource Office and supervising professional and support staff; overseeing assignments, developing reports and correspondence, and supporting the vetting process of community-based stakeholders.
  • Managing Fiscal and Client Tracking Activities – Overseeing services budgets and expenditures; managing client tracking and cost accounting systems; approving purchases, processing invoices, and preparing purchase orders for youth care and services
  • Evaluating Placement Needs and Services – Participating in Title IV-B reviews to assess the appropriateness and continued need for placements; analyzing service and placement trends; identifying emerging needs; and developing recommendations to address future resource requirements
  • Building Community and Interagency Partnerships – Representing DJS in Local Coordinating Councils, System Reform Initiatives, and other interagency efforts; collaborating with State and local agencies, departments, and private providers to secure and coordinate services for youth; and serving as a liaison to address placement and service concerns
  • Supporting Program Development and Effectiveness – Providing information on programs and services to internal and external stakeholders; participating in program effectiveness assessments and the development and evaluation of service solicitations and contractual awards; and working with Regional leadership to assess program resource needs
  • Supporting Agency Operations – Completing special assignments, reports, correspondence, and other duties as assigned to support the Department’s programs and services
Minimum Qualifications

Education: A Bachelor’s degree in the social or behavioral sciences or criminal justice from an accredited four year college or university.

Experience: Three years of experience providing case management services to emotionally or socially maladjusted, delinquent, victimized or exceptional juveniles in a community or residential setting.
