Environmental Engineer
The Metropolitan Sewer District (MSD) is currently seeking a Supervising Engineer candidate who will be responsible for managing and overseeing the Consent Decree Compliance Program, ensuring compliance with all federal, state, and local regulatory requirements associated with MSD's Global Consent Decree and Wet Weather Improvement Plan (WWIP). This position leads the development, coordination, review, and submission of Consent Decree reports, compliance documentation, performance metrics, and regulatory communications.
In addition, the successful candidate will oversee MSD's Discharge Assessment Team, which is responsible for the review, investigation, classification, documentation, and regulatory reporting of sanitary sewer overflows (SSOs), combined sewer overflows (CSOs), sewage surfacing events, and other reportable discharge events in accordance with MSD's Sewer Overflow Response Plan (SORP) and NPDES permit requirements. The position ensures that discharge events are evaluated consistently, reported accurately and timely, and tracked through resolution while maintaining compliance with all regulatory notification, documentation, and reporting requirements.
This position is responsible for maintaining comprehensive historical records and serves as the primary technical resource for evaluating Consent Decree/WWIP compliance. This includes overseeing the documentation and tracking of overflow resolution efforts, supporting root cause analyses, and maintaining records necessary to demonstrate progress toward WWIP implementation goals, Consent Decree milestones, and long-term regulatory compliance objectives as well as coordinating activities among engineering, operations, maintenance, planning, environmental, and executive leadership teams.
This employee supervises, assigns, reviews, and participates in the work of staff responsible for professional and technical engineering operations. Employee ensures work quality and adherence to established policies and procedures and performs the more technical and complex tasks relative to assigned area of responsibility. Performs related work as required.
Knowledge of- Modern complex principles and practices of engineering as related to assigned area of responsibility.
- Design techniques, tools, and principals involved in production of and use of precision technical plans, blueprints, drawings, and models.
- Surveying and collecting field data. Water resources, modeling, and hydrology.
- Construction specifications, principles, practices, and materials used. Engineering systems, machinery, and processes.
- Budget preparation, management, and procurement processes. Management, supervision, training, and performance evaluation.
- Pertinent federal, state, and local laws, codes, and regulations. Industry safety standards.
- City human resources policies and procedures and union contracts.
- Code of Ethics for Professional Engineers and Surveyors.
- Principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
- Skill to operate appropriate computer equipment; use properly all related hardware and Microsoft.
- Skill to use Office Suite, project management software, ArcGIS, AutoCAD with Civil 3D, and analytic or scientific software.
- Skill to operate a motor vehicle in the course of duty.
- Ability to plan future engineering programs and manage all phases of multiple projects.
- Ability to check construction plans, design calculations, or cost estimations to ensure completeness, accuracy, or conformity to engineering standards or practices.
- Ability to monitor/assess performance of yourself, other individuals, or organizations to make improvements or take corrective action.
- Ability to identify measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.
- Ability to analyze and interpret field data, create models, analyze trends, and perform various data analysis techniques.
