Position: User Acceptance Testing Manager (IT Manager 1)

What You Will Do

As the User Acceptance Testing (UAT) Manager, you will work with a wide range of partners who support the Ohio Benefits Program. You will collaborate with state agencies, county partners, and multiple vendor organizations to coordinate testing activities across all program areas. You will also work directly with IT staff, business owners, subject matter experts, and leadership teams to make sure testing efforts are aligned, organized, and effective.

This role is primarily office‑based and involves frequent communication with executives, project teams, and external stakeholders.

In this role, you will help ensure that system changes, enhancements, and releases meet business needs before they are deployed. You will lead the planning, coordination, and oversight of User Acceptance Testing, making sure testing is thorough, well‑organized, and compliant with statewide IT governance and SDLC procedures. You will guide testing standards, coordinate resources, support risk mitigation, and provide reporting to leadership.

Your work ensures system quality, reduces defects, and helps the Ohio Benefits Program deliver reliable and accurate services to the public.

Job Duties Include But Are Not Limited To
  • Direct and manage the User Acceptance Testing function for the Ohio Benefits Program.
  • Establish and enforce policies, standards, and procedures for UAT in alignment with State of Ohio IT governance and SDLC requirements.
  • Manage resources, priorities, and timelines to ensure successful delivery of testing initiatives.
  • Develop and implement UAT strategies, frameworks, and methodologies for system releases and enhancements.
  • Ensure comprehensive test coverage across all program areas, including SNAP, TANF, and Medicaid.
  • Define and enforce UAT entry and exit criteria and ensure readiness for production deployment.
  • Supervise IT professionals, analysts, and/or contractors performing testing activities.
  • Communicate testing status, risks, and outcomes to stakeholders and leadership.
  • Monitor quality metrics and implement process improvements to enhance testing effectiveness.
  • Prepare and deliver reports, dashboards, and briefings on testing progress, defect status, and release readiness.
  • Identify, assess, and mitigate risks associated with testing activities and system deployments.
  • Ensure compliance with State of Ohio IT policies, audit requirements, and applicable federal regulations.
Schedule

Full‑time.

Hours

Standard workdays Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.

Location

Lazarus Building, 141 S High Street, 6th FL, Columbus, OH 43215.

Travel

Occasional travel within the state of Ohio.

Minimum Qualifications Option 1
  • Completion of undergraduate core coursework in computer science, or completion of undergraduate core coursework in any academic major which included at least one course in each of the following: advanced‑level computer programming language (e.g., COBOL, Delphi, Java, Powerbuilder, Visual Basic, Pl 1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio), logic‑based mathematics, database concepts (e.g., Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS), computer systems analysis & design, and basic data processing concepts;
  • Additional 6 ½ years (78 months) of experience commensurate with job duties and knowledge requirements as outlined in the approved position description;
  • 18 months experience in performing project management functions as defined in the series purpose.
