Position: Inspector/Plans Examiner Levels I-III (Electrical) (Career Path)

Overview

The purpose of this classification is to inspect construction of new and existing buildings and review permit applications, building plans, and construction documents to ensure compliance with applicable codes, ordinances, plans, and specifications.

Field & Plan Review Responsibilities
  • Perform field inspections of new and existing buildings during construction to verify compliance with building codes and ordinances. Compare actual work to approved construction plans and inspect a variety of structures such as single‑family homes, multi‑family homes, commercial buildings, industrial buildings, and accessory buildings.
  • Interpret and enforce federal, state, and local codes, laws, rules, regulations, standards, policies, and procedures. Initiate corrective actions for deviations or violations and follow up on code enforcement violations.
  • Coordinate inspection activities with other departments, property owners, contractors, other inspectors, and related parties.
  • Investigate structural damage by fire, storm, or accident. Conduct post‑event damage assessments, provide field evaluation data for tracking and reporting, issue unsafe structure notices, and conduct re‑inspections.
  • Determine whether construction work passes or fails inspections; identify violations of laws, codes, or regulations and construction performed without a permit.
  • Post or issue violation notices, “not approved” notices, and correction notices as appropriate.
  • Maintain documentation and records of inspection activities and violations.
  • Review building permit applications, site plans, and construction documents for completeness and compliance with applicable provisions of building, plumbing, mechanical, or electrical codes; ensure that projects have approval from proper agencies; monitor status of pending applications.
  • Provide information and technical assistance concerning building codes, technical requirements, and permit requirements; explain the permit application process and associated fees to customers; assist applicants with applications and refer applicants to other departments to facilitate permit issuance; respond to complaints and initiate problem resolution.
  • Determine whether submitted documents comply with applicable codes; write permit review comments; calculate building fees and impact fees.
  • Prepare or complete various forms, reports, correspondence, comment reports, statistical reports, charts, or other documents.
  • Receive and process various forms, reports, correspondence, permit applications, architectural plans, blueprints, surveys, engineering reports, permits, maps, codes, ordinances, policies, manuals, reference materials, or other documentation; review, complete, process, forward, or retain as appropriate.
  • Operate a computer to enter, retrieve, review or modify data; maintain computerized files; utilize word processing, database, or other software programs.
  • Operate or utilize a variety of equipment, tools, or instruments associated with field inspections, which may include a motor vehicle, scale, tape measure, testing instruments, or drafting instruments.
  • Copy and distribute forms, reports, correspondence, and other related materials; make microfilm copies; coordinate blueprint reprints.
  • Prepare departmental files; locate, remove, or file documents; maintain a file system of departmental records; prepare documents for microfilming.
  • Perform research functions as needed; research flood zone areas, zoning maps, zoning books, and past permits.
  • Answer the telephone; provide information and assistance; take and relay messages or direct calls to appropriate personnel; return calls as necessary.
  • Communicate with supervisor, employees, other departments, city officials, code enforcement personnel, law enforcement personnel, architects, contractors, engineers, consultants, agents, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
