Job Title
The purpose of this classification is to perform professional engineering and administrative work on a variety of engineering projects. Demonstrates independent professional judgment and decision making of considerable difficulty. Receives assignments in the form of broad instructions or general program objectives. Essential employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.

The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. Other duties may be required and assigned. Works independently, exercises professional judgment, and makes engineering decisions on projects and assignments. Responsible for planning, coordinating and approving the work of professional and technical staff, depending on area of assignment, preparing reports and presentations, preparation and implementation of designs and/or project specifications; reviewing plans, permits and zoning petitions; development review with consultant engineers;
preparing various technical plans; review, comment upon and coordinate with consultants in the areas of: roadways and road improvements; traffic control devices including signs, signals and roadway features; raw water, potable water, sanitary sewer, wastewater force mains, reclaimed water mains, and stormwater pipelines and infrastructure; water supply and water treatment; wastewater lift stations and stormwater pump stations; electrical and control systems;
City facility and building construction; private land subdivisions; and/or other development projects. Performs complex work with considerable contact with Division Managers, City Engineer, Department Directors, and other professionals as well as the general public, consultants, contractors, regulatory agencies, other organizations, and the general public. Communicates effectively verbally and in writing. Demonstrates in-depth knowledge of City's Code of Ordinances, construction standards, and engineering principles.
Prepares grant applications and works closely with Division Managers, City Engineer, and Grants Manager to administer grants, complete reports, and remain in compliance with all grant requirements. Conducts and coordinates special engineering studies and projects as assigned. Assists Division Managers, City Engineer, and/or Department Directors in planning and administration of the departmental activities and workflow, review activities, provide recommendations, resolve problems, and receive advice/direction.
Consults with staff to review work requirements, status of work, and problems; assists with complex or problem situations; provides direction, advice, and technical expertise. Coordinates work activities with those of other departments, contractors, consultants, outside agencies, or others as needed. Directs the review, permitting, and inspection of new construction; leads the review of plans for utility and public works improvement projects;
manages construction projects; and prepares project construction schedules. Coordinates procurement of equipment and contracted services; research new products, systems, and materials; obtains pricing from contractors and suppliers; prepares specifications for materials, equipment, and services; writes, prepares, and reviews bid documents/specifications; recommends award of contracts; ensures contract compliance for all contracts and specifications. Compiles or monitors various administrative and statistical data pertaining to departmental operations;
