Job OverviewThis position is a Career Service role located at Lowell Correctional Institution in the Substance Abuse Department. The Counseling & Social Services Supervisor is responsible for managing and delivering comprehensive substance abuse programs, developing evidence‑based curricula, providing clinical supervision, and ensuring compliance with departmental policies to support successful re‑entry and long‑term recovery.
Job Duties- Program Management:
Report to the Regional Correctional Programs Administrator and coordinate inmate substance abuse programs, oversee daily operations, and attend meetings and training sessions. - Curriculum and Supervision:
Develop and deliver program curricula, provide clinical supervision to staff, evaluate program effectiveness, and participate in staff meetings. - Policy Implementation:
Apply department standards and policies related to substance abuse and re‑entry programs, interview applicants, recommend hires, and communicate policies to staff. - Liaison and Compliance:
Act as a link between the institution’s classification team and community providers, complete compliance reports, follow up on action plans, and stay updated on developments in treatment and re‑entry programs. - Staff Supervision:
Supervise employees, monitor activities, evaluate performance, develop improvement plans, counsel staff, handle disciplinary actions, ensure training compliance, and manage leave requests to maintain coverage.

- Starting July 1, 2024, there is no longer a reemployment limitation for those who retire; starting with the 7th calendar month after the distribution date, no restrictions on working for an FRS employer.
- Must possess a bachelor’s degree from an accredited college/university.
- Must be certified or eligible through the Florida Certification Board for Addictions Counseling (e.g., CAP/CCJAP).
- Must have either two (2) years of experience in a Therapeutic Community setting or two (2) years of management experience as a Program Director, Clinical Supervisor, or Qualified Professional as defined by Chapter ), Florida Statutes.
