The Budget and Fiscal Director provides strategic leadership on budgeting and fiscal administration for the College of Education, Health and Human Development (EHHD), serves as a member of the Dean’s Leadership Team, and has primary responsibility for developing and communicating the financial and resource planning of the College.

Duties and Responsibilities
  • Assists the Dean with strategic fiscal planning, including development, management, and analysis
  • Develops policy and practice recommendations and documents for coordination and management of all matters pertaining to budgets, financial planning, and fiscal operations within EHHD.
  • Coordinates with the central Budget Office to develop and manage budgets
  • Coordinates with EHHD leadership, Fiscal Shared Services, and the Human Resource Business Partner to ensure alignment between staffing needs and financial resources
  • Provides training and oversight of the budget-related work of college Business Operations Managers and Grant Management team, in coordination with Dean and Assistant to the Dean.
  • Manages the onboarding, orientation, and ongoing guidance of department leaders in budget-related matters
  • Manages the inventory of applicable course, program, and service-related fees for the College on a regular review cycle. Oversees fee accounts to ensure proper and efficient use and alignment with MSU requirements and EHHD operational needs.
  • Manages and tracks one-time-only funds and strategic allocations, supporting EHHD leadership in prioritization, documentation, and transparent resource planning across the College.
  • Ensures compliance with MSU and Board of Regents financial policies and procedures
  • Develops plans and recommendations for the management of capital equipment replacement and operational sustainability that aligns with department needs
  • Perform other duties as assigned.
Required Qualifications – Experience, Education, Knowledge & Skills
  • Bachelor’s degree in Business Administration, Accounting, Finance, or related field, plus three years of relevant work experience, or an equivalent combination of relevant education and experience.
  • Demonstrated competence and experience in the development, analysis, and execution of complex budgets and long-range business/fiscal management plans.
  • Demonstrated experience in interpreting, explaining, and presenting detailed budget and fiscal data, both verbally and in writing, to a wide variety of constituents.
  • Demonstrated proficiency in the use of spreadsheet, database query, word processing, and financial modeling software. Experience using Windows, Excel, Access, Word, and Outlook are preferred.

  • Demonstrated experience in higher education
  • Demonstrated experience with Banner software and/or computer applications for budget and fiscal management.
