Montana State University is seeking applications to fill one full-time Civil Rights Investigator position in Campus Civil Rights. This role supports the University’s strategic plan and commitment to removing barriers to accessing University programs and services. The Civil Rights Investigator will conduct prompt and equitable resolutions through formal and informal means and engage the University community within CCR’s jurisdiction and scope of work.

General Statement

Primary Responsibilities
  • Document the intake of initial reports of protected class discrimination and harassment.
  • Analyze initial reports to determine jurisdiction in coordination with the Title IX Coordinator.
  • Plan and execute prompt, thorough, and impartial best‑practice civil rights–based investigations.
  • Utilize trauma‑informed interviewing techniques and evidence‑collection methods.
  • Develop and implement informal resolution options.
  • Draft detailed factual findings reports for submission to decision‑makers.
  • Serve as an unbiased decision‑maker for cases involving non‑Title IX discrimination or harassment.
  • Maintain frequent communication with process participants.
  • Apply federal and state civil‑rights laws (FERPA, Clery Act, VAWA, etc.).
  • Work independently and as part of a team to complete investigative duties.
  • Implement best‑practice procedures and develop new processes in coordination with the Director.
  • Coordinate interim measures with the Director and Case Managers.
  • Collaborate with campus offices to provide education, training, and outreach on federal civil‑rights laws.
  • Explain complex processes clearly to individuals of varying abilities.
  • Build a culture of respect and concern for all MSU community members.
  • Maintain accurate records for statistical analysis and procedural compliance.
  • Perform other duties as designated in line with CCR objectives and jurisdiction.
Required Qualifications
  • Bachelor’s degree in counseling, psychology, criminal justice, human resources, civil rights law and policy, or related field, or equivalent combination of education and experience.
  • Experience writing, analyzing, summarizing, and presenting data clearly and support ably.
  • Experience managing a high‑volume caseload with competing deadlines.
  • Strong interpersonal skills and ability to build partnerships while maintaining confidentiality.
  • Strong interview skills, emphasizing trauma‑informed techniques.
  • Computer proficiency:
    Microsoft Office Suite (required), Maxient (preferred), Filevine (preferred).
Preferred Qualifications
  • Advanced degree (e.g., M.S.W., J.D., M.Ed.) related to the position; include explanation of relevance.
  • Experience with mediation and implementation of informal resolution agreements.
  • Experience working with differing populations in higher education.
  • Knowledge of federal, state, and local equal‑opportunity and civil‑rights laws.
  • Completion of national civil‑rights investigator training (ATIXA, EEOC, NACUA, NCCOP).
  • Sensitivity to trauma impacts on individuals and process access.
  • Experience working with high‑conflict situations (civil rights investigations, student discipline, etc.).
